Description
This is a pre-solicitation notice. The F-22 depot facility on Hill AFB, UT needs to add time-savings and labor-saving functions and capabilities to (8) Government Furnished horizontal stabilator fixtures. These fixtures are used for the USAF�s F22 aircraft maintenance and production processes. This fixture is used to hold and manipulate the F-22 horizontal stabilator during production processes.� These processes include paint/coatings removal and paint/coatings spray and replacement.� The HS fixtures allow technicians to raise, lower and rotate the F-22 workpiece, which enables technicians to reach all surfaces of the work piece without the use of elevated work stands, platforms or ladders. The weighing operation occurs when technicians record the total static weight of horizontal stabilator.� The current process requires the work piece to be removed from the HS fixture by overhead crane, to perform required weight measurements.� A handling crew is assembled to perform a crane-assisted move, which suspends the workpiece for the hanging weight scale measurements.� A built-in weight scale will eliminate the work required by a handling crew. The contractor will modify and install upgrades to 8 GF fixtures per the accepted design. The contractor will have the option to perform work at the contractor�s facility, or at a location TBD on Hill AFB. If work is to be performed at the contractor�s facility, the contractor shall be responsible for all equipment and cost associated with the transportation of the 8 GF fixtures. The contractor will be allowed to perform work on a maximum of 2 GF fixtures at a time. The contractor�s initial proposal shall indicate where work will be performed. The Statement of Work (SOW) specifies the requirements to design, validate, fabricate, install, and verify the new capabilities and functions of the horizontal fixture. These new functions and capabilities are listed in the Statement of Work. The SOW is a controlled document and will only be distributed to small business contractors able to work under NAICS 541420 (Industrial Design Services) and able to provide a current form DD 2345 when requesting the SOW to review from the POC kevin.hutchison.2@us.af.mil� Upon receipt of the SOW, at the request of a prospective contractor, the 574 AMXS and 309 AMXG will allow a site visit on June 27th 2024 to provide an opportunity to view the operations of the HS fixture and gather any necessary information about the current system. During the visit, contractors shall be permitted to take any necessary measurements, and a basic computer model of the current system will be made available.
