- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667-0001, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of the HOLOGIC Genesis Histology and Cytology ThinPrep Automated Processor for the W.G. Bill Hefner VA Medical Center with Hologic, Inc. in accordance with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 13.106-1(b). This is not a request for competitive offers, and no solicitation is available. Market research has determined that these items are highly specialized and can only be obtained from a single source without an unacceptable delay or duplication of cost. No other type of item will satisfy agency requirements. The Government intends to award the contract effective 14 June 2024 to Hologic, Inc., 250 Campus Drive, Marlborough, MA 01752-3020, SAM UEI: WHWJBKU5SX73. The W.G. Bill Hefner Salisbury VA Medical Center, 1601 Brenner Avenue, Salisbury, NC 28144-2515, Pathology and Laboratory Medicine Services (P&LMS), requires the HOLOGIC Genesis Histology and Cytology ThinPrep automated processor. The Genesis transfers samples for testing cytology testing in addition to splitting the sample for testing on the Hologic Panther system for Human Papillomata Virus (HPV) testing for both the E6/E7 testing and reflexes the detected or positive E6/E7 tests to the HPV genotyping 16/18 & 45. The transfer of samples for the HPV testing is performed in a hands-off style to keep cross-contamination between the user and samples to maintain specimen integrity. The Hologic Genesis system is built to tie into a pathology/laboratory information system to create bar-coded labels to keep each specimen unique for identification for both the Hologic Genesis and the Hologic Panther system that the Salisbury microbiology laboratory already has purchased in 2021. The Medical Center currently has consumables in the field and in the Cytology laboratory that can be used with the Genesis. Replacing the consumables with a different system would create a duplication of efforts, additional training for a system for both in-house laboratory staff and institutional physicians, and a loss of on-hand consumables. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis.
