Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to TOPFLIGHT ELITE TRAINING & CHARTER SERVICES, INC., 3130 Airport Rd. Penticton, BC V2A8X1 Canada. In accordance with COMSECONDFLTINST 5450.4 (now COMNAVAIRPACINST 5450.42), the missions, functions and tasks assigned to Naval Aviation Warfighting Development Center (NAWDC) FALLON, NV by Commander Second Fleet included developing and administering the Chief of Naval Operations (CNO) approved Mountain Flying Course (E-2A-1651).� In order to execute this task, NAWDC is required to train instructors, maintain and update the syllabus, and operate H-60 aircraft to support the course.� To meet this task of training Navy pilots and aircrew in the demanding environment of high altitude mountain flying operations, for the last 14 years, NAWDC has been sending the designated NAWDC Mountain Flying Program Manager to an advanced course of mountain flying to learn from experts and bring back knowledge and flight techniques to train the cadre of NAWDC mountain flying instructors.� Sending the program manager to an outside source of instruction allows NAWDC to keep abreast of new flying techniques, standardize mountain flying instruction, and gain the level of confidence and experience needed to manage the Navy�s mountain flying course.� In accordance with the NAWDC Instructor Under Training (IUT) guidance (NAVSTKAIRWARCENINST 3000.2F), the NAWDC Helicopter Mountain Flying Program Manager shall be a graduate of HNZ Topflight�s Mountain Flying Course.� No mountain flying course of instruction exists where pilots are taught in depth terrain and wind analysis and then apply those learned procedures for an extensive amount of flight time.� HNZ Topflight. REQUIREMENTS High-Altitude Army Aviation Training Site (HAATS) The High-Altitude Army Aviation Training Site is an army National Guard run mountain flying course. The basic course lasts 1 week and consists of 1 day of academics and 4 days of flying, totaling approximately 7.5 flight hours. They offer an additional 1-week Instructor Pilot course bringing the total flight time to approximately 21 hours. Their course has the benefit of using an H-60, as well as the option to bring your own helicopter and get more pilots and air crewmen through the course. Their course offers challenging terrain and a focus on the principle of power management. This course does not teach the principles of wind and terrain analysis. COURSE CONTENT Full Mountain Day + NVG course 28 hours flight training 22 hours day 6 hours NVG 3 days ground school Digital Mountain manual on supplied tab 21 days to complete The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note 22). This Notice of Intent is NOT a request for quotation. NO solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 31 May 2024 via email to Janet Nunez@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
