REQUEST FOR SF 330 - AMENDMENT 0006 AE STAND ALONE DESIGN CONTRACT CAPTAIN JAMES A. LOVELL FHCC, NORTH CHICAGO, IL 36C25224Q0414 The original request for SF330 s is hereby amended as follows: Provide Additional Information Provide Additional Information for Selection Criteria Provide VA responses to contractor Request for Information/Questions Update to SF330 Submission Requirements: Extend SF330 submission date/time Period of Performance: 244 Calendar days from Notice to Proceed Contract Type: A/E Stand Alone / Firm-Fixed-Price Estimated Magnitude of Construction: Between $10,000,000 and $20,000,000. NAICS Code: 541310 (Architectural Services) Size Standard: $12.5 million Additional Information for Selection Criteria: The following is to be included into Evaluation Factor #2: Specialized experience and technical competence: Specialized experience in health care facility and associated grounds and structures design with specific emphasis on Pathology and Laboratory Medicine Services design and construction. Specialized experience includes experience in Pathology and Laboratory Medicine Services facilities design, as well as critical path scheduling, fire protection, construction infection control protocols, energy conservation and sustainable design practices. Include Government and private experience on projects similar in size, scope, and complexity, and experience with project phasing to maintain hospital operations during construction. The evaluation will consider the management approach, coordination of disciplines and subcontractors, quality control procedures, prior experience of the prime firm with any key subcontractors working together on relevant projects and familiarity with VA Design Guides/Manuals, Master Specifications, and other applicable standards. VA responses to contractor Request for Information/Questions: Q1: We respectfully request a NAICS code change for our project from 541310 to 541330. Based on our comprehensive assessment, we anticipate that the project will predominantly entail engineering services. This adjustment accurately reflects the nature and scope of the work involved, ensuring alignment with the appropriate classification for federal contracting purposes. We further believe this change in NAICS code will also allow a much more diverse group of companies to compete. A1: The CO has reviewed the Statement of Work and Independent Government Estimate and had determined the NAICS code will remain unchanged as 541310 (Architectural Services); Size Standard: $12.5 million. Q2: Our company was reviewing the solicitation for A/E Bldg 133 Lab Service Renovation and it peaked our interest. We are currently on the campus fairly often being AE firm for the Captain James A Lovell FHCC IDIQ. If this would be a pursuit you would favor us to pursue, we kindly ask you to consider the below questions to allow us to do so: Would you change the current NAICS code of 541310 (architecture) to 541330 (engineering)? Would you lift the mileage restriction of 250 miles? A2: The CO has reviewed the Statement of Work and Independent Government Estimate and had determined the NAICS code will remain unchanged as 541310 (Architectural Services); Size Standard: $12.5 million. The mileage restriction of 250 miles will remain. The 250-mile radius restriction will be verified by using the website Radius Around a Point on a Map (freemaptools.com) and verifying the distance from the firm s primary or satellite office location from Captain James A. Lovell FHCC, 3001 Green Bay Rd, North Chicago, IL 60064. Home offices will not be considered satellite locations. Q3: Quick question on the Lovell Lab project that is out now.  Does the 75 page limit include CPARS and PPQs?  Part 2's?   Also on Factor 6, I'm assuming it should be Design Services and not MEP Design Services? A3: Change to Evaluation Factor #4: The 75-page limit does not include CPARS; CPARS is not required to be submitted with the SF330 s as VA will access reported past performance for Department of Veterans Affairs projects for firms submitting SF330 s in response to this request. Change to Evaluation Factor #6: Language adjusted to reflect: Record of significant claims against the firm because of improper or incomplete Design Services. Q4: Under evaluation factors number 4 the second sentence Include all CPARS reported past performance for Department of Veterans Affairs projects.   Is this request for copies of all CPARS from past projects or for the projects we submit in the SF330?  Will CPARS be counted towards the 75-page limitation?  Thank you. A4: Change to Evaluation Factor #4: The 75-page limit does not include CPARS; CPARS is not required to be submitted with the SF330 s as VA will access reported past performance for Department of Veterans Affairs projects for firms submitting SF330 s in response to this request. Update to SF330 Submission Requirements: SF330 s submitted via email containing a link to access the SF330 document(s) will not be accepted. The SF330 document(s) must be submitted as email attachments. Multiple emails are acceptable. Extend SF330 submission date/time: SF330 submission is hereby extended as follows: One (1) electronic pdf copy via email of the completed Standard Form (SF) 330 no later than 3:00pm CDT, Thursday, June 6 2024 (Size limitation is 20.0 MB; multiple emails are acceptable - no CD s, flash drives or links to the documents will be accepted).
