The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to award on a sole source basis to LPKF for the following products: (1) LPKF ProtoLaser R4 / 10099642, (1) Brushless Fume Extraction Unit / US-210626-I, (1) LPKF ProtoMat S104 / 10066476, (1) Variable Speed I-Series Dust Extraction Vacuum Unit / US-114647-I, (1) Starter Pack: Tools with Distance Rings / US-129103-1, and (1) RF Starter Pack: Tools with Distance Rings / US-116394-1. LPKF is located in Tualatin, Oregon. Selection of an alternate brand would cause the Government to incur additional time estimated at 750 Direct Productive Person Hours (DPPH) developing new test procedures to support other brand name products, which is used to reduce test time and improve measurement accuracy. In addition to the 750 DPPH, personnel would need to learn how to configure, secure, test and troubleshoot any problems with another brand name product prior to purchasing the components, which will ultimately lead to major delays. Please include shipping/freight cost to Dahlgren, VA 22448. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.ï¿½ The order shall be firm fixed price.ï¿½ï¿½ All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency.ï¿½ The completion and submission to the Government of an offer shall indicate the Offerorï¿½s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken. At time of proposal submission please submit any historical data and published pricing.ï¿½ Award will be made based on Lowest Price Technically Acceptable.
