Combined Synopsis/Solicitation B-2 Heat Stack Assemblies, NSN: 1630013527008LE 24 May 2024 1) Solicitation Number: FA8203-24-R-0011. This solicitation is issued as a request for proposal (RFP). An award is anticipated on or about July 19, 2024. 2) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2024-05. 3) NAICS Code: 336413; PSC: 1620; Small Business Size Standard (# of employees): 1250 4) Description:� This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this announcement.��The government requires: A quantity of eleven (11) Brake Heat Stack Assemblies, NSN 1630-01-352-7008�for B-2 aircraft for utilization at Hill AFB, Utah 84056.� Delivery of all items is required within 14 months of order. Early delivery is acceptable. The assemblies include the friction material used to provide the stopping force for the brakes on the B-2 Aircraft. As such these items wear and must be replaced on a regular basis. The Government intends to issue a sole source solicitation/contract to Honeywell International as they are the sole owner of the data necessary to manufacture these items and will not distribute this data to any other vendors. However, any responsible source is invited to submit a proposal which shall be considered by the agency. 5) A response must include: The firm�s active CAGE code. An indication of whether the firm is U.S.-owned or a foreign-owned entity. A description of a firm�s capability and/or authorizations to produce and provide the items being sought. The unit price and total price for the required items. The anticipated delivery date of all required items. 6) Delivery and acceptance:� Delivery and acceptance of all orders shall be at Hill Air Force Base, Utah 84056.� FOB Origin delivery terms shall apply. 7) The provision at 52.212-1, Instruction to Offerors � Commercial Items, applies to this acquisition.� Offeror is responsible for verifying receipt of offer.� 8) The provision at 52.212-2, Evaluation � Commercial Items, applies to this acquisition. (a) The Government will issue a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:� Price and Technical Acceptability (b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis.� All offers will be evaluated on the total proposed price. �One award will be made to the offeror with the lowest priced proposal which is found to be technically acceptable.� Only information submitted with the offeror�s quote will be evaluated for technical acceptability. The offeror shall ensure their quote is clear and excludes inconsistencies.� Only the two lowest priced quotes will be evaluated for technical acceptability.� The next lowest priced offeror will only be evaluated if either of the aforementioned offers are found technically unacceptable (and so on).� �Submit only written offers; oral offers will not be accepted.� (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.� Before the offer�s specified expiration time, the Government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 9) Offerors are advised to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications � Commercial Items, with its offer. 10) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. 11) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition.� The additional FAR clauses and provisions that apply to this acquisition are included in the solicitation document. 12) Invoices: In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests, use of electronic payment requests will be mandatory.� Wide Area Workflow (WAWF) is the Department of Defense system of choice for submission of invoices and receipt/acceptance of documents.� Detailed information regarding WAWF is available at this URL: �https://wawf.eb.mil/. 13) Defense Priorities and Allocations System (DPAS):�� N/A 14) Proposal Submission Information:� Offers are due and must be received by 4:00 PM MDT on 25 June 2024 via electronic mail to: william.lee.66@us.af.mil; or via a trackable method to: William F.
