Description
Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST), Information Technology Lab (ITL) intends to negotiate, on a sole source basis, under the authority of FAR 13.501, with Bluefors Inc. to acquire a Bluefors LD250 Quantum Memory Dilution Refrigerator.�������� Background Information and Basis for Sole Source Quantum memory is an important device for quantum communication and networks, especially for quantum repeater and quantum network nodes.� SiC (silicon carbide) micro-cavity enhanced quantum memory based on Erbium-Doped Yttrium Orthosilicate (Er:YSO) is a promising solution for high efficient quantum memory at telecom wavelength. Currently, in collaboration with University of Chicago (U. Chicago) and Carnegie Mellon University (CMU), the quantum communication and networking (QuCaN) project at the Information Technology Laboratory (ITL) of the National Institute of Standards and Technology (NIST) is developing such a quantum memory. NIST ITL plans to deploy on the NIST Gaithersburg (NG-QNet) and DC area (DC-QNET) quantum network testbeds at NIST Gaithersburg, MD campus. In collaboration with U. Chicago and Carnegie Mellon University (CMU), NIST is developing SiC micro-cavity enhanced quantum memory based on Er:YSO. The memory must be operated at mK cryogenic temperature.� To fulfill its mission, NIST ITL requires a dilution refrigerator to provide the cryogenic temperature environment.� The dilution refrigerator must reach 10 mK temperature and achieve vibration isolation. This type of system has been implemented by NIST ITL collaborators and the required system must be fully compatible with the system of NIST ITL collaborators to enable collaborations. NIST ITL collaborators utilize Bluefors LD250 dilution refrigerator system. The device and corresponding experimental set-up are designed explicitly for this system and will be integrated with existing WR infrastructure on the network and DC-QNet testbed.� The quantum memory system will have to be redesigned to use other dilution refrigeration which will cause significant delay and additional cost for the research and development of the system. �Only Bluefors�s LD250 Quantum Memory Dilution Refrigerator can be use with the current system design and achieve integration with the existing infrastructure. As such, the Government�s intent is to negotiate with Bluefors Inc. to acquire one Bluefors LD250 Quantum Memory Dilution Refrigerator.� General The North American Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing. �The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hing Pan Wong at Hnw6@nist.gov. All responses to this notice of intent must be submitted so that they are received at Hnw6@nist.gov no later than the aforementioned due date.
