- ***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing ten high precision reference multimeters. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Fluke Electronics CORP (6920 Seaway BLVD, Everett, WA 98203) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334515.� BACKGROUND/ Requirements: The National Institute of Standards and Technology (NIST) Applied Electrical Metrology Group is tasked with disseminating standards for measurement of electrical quantities such as voltage, current, power and energy. One specific application of high national priority is the calibration of field meters used by state regulators to verify the energy dispensed by Electric Vehicle Supply Equipment (EVSE) to fuel customers� electric vehicles. State regulators are required by law to use field meters in these inspections which have metrological traceability to the SI through NIST calibrations. The AEM Group needs new equipment to meet the nation�s need for SI-traceable measurement devices which ensure marketplace equity and will facilitate the installation of an accessible network of fast charging stations.�� The purpose is to purchase ten high precision reference multimeters to extend the measurement capabilities of the Applied Electrical Metrology Group to handle new calibrations posed by new electricity-based commercial technologies such as electric vehicles and solar panel arrays. In particular the multimeters must meet the following unique requirements: multiple measurement functions, of at least: DC voltage, DC current, AC voltage, AC current, resistance, and frequency. 8.5 digits precision measurement rate for the DC voltage and current functions must be capable of up to 5 MegaSamples per second at low resolution, and 100,000 Samples per second at 4 � digit resolution, 500,000 readings per second transfer through USB in binary format. large internal memory of internal memory capacity for storing 15 million readings which enables long acquisition at high sampling rates, resulting in better data statistical quality. Labview instrument drivers software compatible with model Fluke 8588A NIST conducted market research from August 2023 through to October 2023 by performing internet searches and speaking with vendors to determine what sources could meet NIST�s minimum requirements.� The results of that market research revealed that only Fluke Electronics CORP (UEI: YA5LYT9J7TX5) appears to be capable of meeting NIST�s requirements.
