Description
The U.S. Army Corps of Engineers � St. Paul District has an upcoming construction project of critical importance to transportation infrastructure. This Sources Sought notice is not a solicitation, but is a tool for market research to determine the capability and interest of the pool of Contractors. The Government has not yet determined an acquisition strategy (e.g. using a small business set-aside, full & open competition, etc.).� In late October 2023, twelve barges connected to a pushboat, with a combined weight of around 40,000 tons, collided with Lock & Dam 2 Upstream Guidewall Monolith 25 (LD2 UG25). The upper portion of the monolith sheared from the base, below the waterline, at the site of repairs to a similar incident in 2011. The upper guidewall is approximately 44 inches askew, and the foundation is 17 inches out of place. The 2011 repair design performed as intended, preventing further damage to other guidewall monoliths or the base of the structure. Temporary repairs, to stabilize the upper guidewall by securing a large metal beam along the top portions of UG24 and UG25, were completed in April 2024. Please see the attached report for more information on the damage to the guidewall.� This construction contract will require the demolition and removal of the upper portion of the upstream guidewall monolith 25, and realignment of the foundation of monolith 25 and minor adjustment of monolith 24. The principal repair feature is replacing approximately 180 CY of cast-in-place reinforced concrete, portions of which are below water. The contractor will need to engineer, furnish, operate and remove the associated dewatering system (e.g. cofferdam). The work will be executed in a compressed timeframe under adverse environmental conditions (i.e. Minnesota winter). Construction cannot begin until after the navigation season has ended (early to mid- December) and must be complete by March 15, 2025. The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000. The NAICS for this procurement is 237990, Other Heavy and Civil Engineering Construction. The SBA Size Standard for this NAICS is $45,000,000. The PSC for this procurement is Z2KA, Repair or Alteration of Dams.
