Description
Space Systems Command, on behalf of the Program Executive Officer for Military Communications and Positioning, Navigation, and Timing in El Segundo, CA, intends to limit competition to The Boeing Company located at 900 N Pacific Coast Highway, El Segundo, CA 90245-2710 and Northrop Grumman Corporation located at 1 Space Park Boulevard, Redondo Beach, CA 90278-1001 for Protected Tactical Satellite Communications (SATCOM) (PTS) - Resilient (PTS-R) System continued engineering, manufacturing, and development (EMD), production, and operations. The PTS-R System is the space segment of the Protected Anti-Jam Tactical SATCOM (PATS) enterprise, utilizing new, on-orbit payloads with onboard Protected Tactical Waveform (PTW) processing. The resultant contract will provide for two (2) space vehicles, associated ground equipment, launch processing, on orbit testing, and contractor operations. Market research conducted to date by the Government has included the posting of a Sources Sought Request for Information (RFI) on 20 January 2023 and a comprehensive analysis of the responses received. The results of this market research indicate that limiting competition to The Boeing Company and Northrop Grumman Corporation is justified in accordance with 10 U.S.C. � 2304(d)(1)(B), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) because it is likely that award to any other sources would result in substantial duplication of cost to the Government that is not expected to be recovered through further competition and unacceptable delays in fulfilling the agency�s requirements. The planned contract is anticipated to be awarded in December 2024. The cost-reimbursement contract will consist of a base period for technology maturation and risk reduction and options for EMD, production, and operations. This notice of intent is not a request for competitive proposals and no solicitation document will be issued.� However, all responsible sources interested in responding to this notice may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� Any capability statement, proposal, or quotation shall include the following information:� 1) the business� demographic information showing responsibility in accordance with FAR Part 9; 2) specific exception to the intent to procure on a sole source basis; and 3) technical data showing the capabilities of the respondent to perform the work listed above.� The capability statement, proposal, or quotation must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services as listed above. A request for documentation or additional information or submissions that only ask questions will not be considered an affirmative response to this notice.� A determination by the Government not to provide for full and open competition based on responses to this notice is solely within the discretion of the Government.� Information received will not be paid for by the Government and will be considered solely for the purpose of determining whether to conduct a full and open competitive procurement or to proceed with a limited competition procurement.� Capability statements, proposals, or quotations are due on Friday, 7 June 2024 by 09:00 AM Pacific Time.� It is the responsibility of the respondent to contact the Government to confirm receipt prior to the above due date and time.
