- Presolicitation Notice Amendment The purpose of this amendment is to synopsize clause 52.217-8 as a revision to the original pre-solicitation synopsis posted on May 7, 2024. The Bureau of Reclamation (BOR) requires professional vegetation restoration services to restore and enhance fish, riparian and upland habitat on the Yakima River near Ellensburg, Washington. This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES under the North American Industry Classification System (NAICS) 562910 - Remediation Services with a Small Business Size Standard of $25 Million. The product service code is F006 - Natural Resources/Conservation - Land Treatment Practices. The duration of the contract will be one base year and one option year. Additionally, 52.217-8 Option to Extend Services is included in this contract and if exercised will not exceed 6 months. If FAR 52.217-8 is exercised, the prices for the Option to Extend Service�s term will be calculated based on the prorated term and prices that are in effect at the time the option is exercised. Examples of the requirement - Implementation of the Restoration and Planting Plan through 2026: Implement the planting plan to include site preparation, seeding, tree and shrub planting, weed control, and irrigation. - Continued site monitoring through 2026: The goal of monitoring is to document planting success, identify maintenance needs including additional planting. Monitoring shall include weed control and replacement of failed plantings. - Installation, operation, and maintenance of temporary irrigation infrastructure as necessary. - Post-planting Surveys: Post-planting surveys shall document survivability, species composition, invasive species, animal damage, watering needs, maintenance intensity, and other factors. Reclamation intends to award one firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1724Q0043, (written) is approximately the third week in May 2024. The anticipated closing date is the third week in June 2024. The anticipated award date is the second week in July 2024, but all dates in this notice are subject to change. An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Any amendments applicable to the solicitation will be posted at the same site. This product will be purchased in accordance with FAR Part 12 and FAR Part 13, simplified acquisition procedures apply. The Government will evaluate quotes based on factors listed in the solicitation.
