- Industry Outreach: Water Quality Management and Testing in GSA Leased Space -- Check the Links Section of this Notice for the Registration Link Thursday, April 18, 2024 11:00 a.m. - 12:00 p.m.� EDT GSA�s Office of Facilities Management, in partnership with GSA�s Office of Leasing, will discuss GSA�s Water Quality Management and Testing requirements in leased space.� The health and safety of employees and visitors in Federal buildings, both owned and leased, is critically important for the GSA.� As of February 2024, GSA has started issuing pre-priced, unilateral change orders to include a scope of work for baseline water quality testing in our existing leases, with certain exceptions. GSA will issue these on a rolling schedule and each lessor will be notified by email when, and if, the unilateral change order is issued for each lease. Lessors can expect the unilateral change order via email from GSA�s DocuSign platform (dss@docusign.gsa.gov). GSA is ordering baseline water quality testing in Federally owned facilities and leased spaces in response to water stagnation concerns, including issues related to Legionella.�� These unilateral change orders are being issued under the �Changes� clause via unilateral lease amendments (ULAs) and include a scope of work for this testing, along with a not-to-exceed (NTE) payment authorized by GSA. As these modifications are being issued via a ULA, lessor counter-signature is not required for the modification to be effective. Lessors must review and act upon these lease amendments when they are received.� GSA sincerely appreciates the cooperation of our lessor community in addressing water quality concerns.� Come to this session to learn more and ask questions.
