NOTICE OF INTENT TO AWARD SOLE SOURCE FOR FWS National Conservation Training Center � Division of Training, WV for Native Relations Training and Facilitation Services TO BLACKFEET ECO KNOWLEDGE, INC. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations intends to award a firm fixed price sole source contract under the authority of: FAR 6.302-1 only one responsible source To BLACKFEET ECO KNOWLEDGE, INC 23446 Us HWY 2 Browning, MT 59417-5301 The North American Industry Classification System (NAICS) code for this requirement is 541620 Environmental Consulting Services $16.50 Million. The object of this sole source award to BLACKFEET ECO KNOWLEDGE, INC for coordination and logistical support for Native Relations Training in Browning, Montana, primarily consisting of culturally sensitive planning and scheduling for a diverse cadre of Tribal Elders throughout the FWS's Mountain-Prairie Region. These training events require a cadre of Tribal Elders, who may travel from various locations (some being quite remote) in the Mountain-Prairie Region. Demonstrated first-hand experience in dealings with Tribal governments, trusting relationships with U.S. Government, and numerous other Tribal topics is required. The vendor must be trusted to adequately host Tribal Elders, have knowledge of the laws that impact Native peoples, and be able to quickly and efficiently provide logistics for training events. Vendor will be responsible for making payments to Elders and other members of the teaching cadre for their services, arranging for and covering costs of their travel, and making arrangements and payments to the venue for meeting space and food costs. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
