- NOTICE OF INTENT TO SOLE SOURCE Services: Radiation Oncology Community Care Portal High Volume Pilot THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS OR PROPOSALS The Department of Veteran Affairs (VA), VISN 5 Network Contracting Office intends to award a sole source contract for VHA NROP (National Radiation Oncology Program) Specialty Care Services. This proposed contract action is for Radiation Oncology Community Care Portal High Volume Pilot. Classification Code: R410 NAICS: 541715 Government intends to award firm fixed-price contract to Cone Health. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 6.302-3 (a)(1)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The Contracting Officer has determined that the circumstances of the contract action deem that only one source can provide the reports on Veterans referred to the Contractor for radiotherapy, and shall implement a working instance of the Community Care Radiotherapy Provider Information and Clinical Referral Support System (CCRPI-CRSS), and shall provide iterative feedback on usability, design, performance and efficiency, issues, workflow optimization, and ideas/opportunities for improvement in support of CCRPI-CRSS refinement and development. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement by June 14, 2024 at 2:00pm EST. Any interested party that believes they can fulfill this requirement should submit supporting evidence to be reviewed. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Cassie White, cassie.white@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No cost to the government will arise as a result of contractor submissions of responses to this announcement or the government use of such information. Interested parties are responsible for adequately marking proprietary or competitively sensitive information contained in their response. No sub-contracting opportunity is anticipated.
