SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY � This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB). This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. Two or more small business firms capable of performing this work may help to guide the acquisition strategy and influence potential set-aside. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. PROJECT DESCRIPTION: The United States Army Corps of Engineers � Soo Project Office (USACE-SPO) will be seeking a contract with intent to improve mission capability, readiness, safety, and longevity of the OLM-0033 excavator barge.�Work to be performed is described in the synopsis below: Implement minor American Bureau of Shipping (ABS) structural and mechanical adjustments to the vessel based on Government provided ABS report that reviewed existing conditions and as-built drawings for class assignment. Consult with ABS to develop an approved repair plan for hull plating and structure damage. Remove all fendering, hatches, machinery, and hardware excluding crane, excavator, and office connex on the exterior hull structure and arrangements. Clean fuel and lube tanks in preparation for blasting and inspection. Remove damaged hull shell plating and/or framing members indicated in contract attachments. Spuds and spud guides will be disassembled prior to arrival by Government. Blast exterior hull structures. Install new shell plating and/or framing members where previously removed and restore equipment guarding to original form. Survey exterior and interior in accordance with ABS and IACS quality standards including tank and bulkhead tightness testing. Document findings in report and generate CAD files mapping locations exceeding allowance to be provided to Government no later than 30 days after blasting is complete. Also include a proposal within the 30 days detailing recommended remediations. Remove ventilation fan modification from original scuttle egress locations. Propose egress route and updated ventilation system in accordance with ABS safety standards within 30 days after blasting is complete. This should be coordinated with the remediation proposal so any framing, plating, or otherwise structural modifications can be considered. Fabricate, install, and paint ABS load line hull markings in accordance with Government provided ABS Great Lakes Load Line Certificate. Remove existing cathodic protection and replace all items in the system in accordance with the Government supplied as-built drawing. Apply coating to blasted areas after all survey, fabrication, or any other process is complete that could cause damage to the coating. The following information is provided: The North American Industrial Classification System (NAICS) code is 336611, which has a small business size standard of 1,300 employees. Place of Contract Performance: Sault Ste. Marie, MI United States The contract is anticipated to be solicited sometime in Summer 2024. The magnitude of construction is estimated to be Between $1,000,000 and $5,000,000. This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Quote or Proposal.�The survey is for Market Research Information and capabilities for planning purposes only. Responses to this notice is not an offer and cannot be accepted by the Government to form a binding contract. Responses to the RFI is not mandatory and is not required to submit capabilities for the Sources Sought. No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. Interested and qualitied companies are encouraged to respond. The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Survey. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
