Description
WEE THUMP HERBICIDE TREATMENT The Bureau of Land Management (BLM), Nevada State Office is acquiring herbicide treatment services for 5,437 acres of BLM-managed public lands using approved pre-emergent herbicide to control invasive annual grass such as cheatgrass (Bromus tectorum) or red brome (Bromus rubens) in areas located inside the Avi-Kwa-Ame National Monument. The work consists of applying a pre-emergent herbicide fuel break in select locations on BLM- administered lands for the control of native and invasive annual grasses. Ground-based application will not be permitted due to the potential to cause additional ground disturbance, the likelihood of spreading weeds, impacts to critical desert tortoise habitat (Gopherus Agassizii), and impacts to cultural resources that are susceptible to damage by overland travel. The objective of this project will be to apply herbicide across a large area while minimizing disturbance from wheeled vehicles, to prevent invasive annual grass seed from germinating and becoming established. By restoring native species to the landscape, the invasive annual grass species will likely be reduced and be replaced by locally adapted, genetically appropriate native species. The goal is to restore the Mojave Desert ecosystem by increasing biodiversity and enhancing resiliency on public lands over time. The Solicitation will include contract documents with details of the project when it is released. Project sites are located in Clark County, Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation. The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about June 21, 2024. The BLM anticipates issuing a single firm fixed price award from this solicitation. The competitive solicitation, 140L3924R0021, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry and the size standard is $11.5M (per the SBA�s Table of Small Business Size Standards). A Request for Proposal (RFP) solicitation package will be available electronically on or about June 21, 2024, at the SAM website located at www.sam.gov. Proposals will be due no later than July 22, 2024. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
