- PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY GOVERNMENT. The United States Department of the Interior, Bureau of Indian Education is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Adjunct Instructors and Professional Tutors for Fall, Spring and Summer sessions at Haskell Indian Nations University, 155 Indian Ave, Lawrence, KS 66046. Interested Indian Small Business Economic Enterprises (ISBEEs) or Indian Economic Enterprises (IEE) vendors under the Buy Indian Act (25 U.S.C. 47) that meet the capabilities and qualifications to provide Adjunct Instructors and Professional Tutors are encouraged to respond in accordance with the instructions provided herein. The primary and applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611310 � Colleges, Universities, and Professional Schools, $34,500,000.00. General Scope of Services: The government anticipate awarding a single Indefinite Delivery-Indefinite Quantity Contract Type for a period of one (1) base year period and four (4) one-year option periods. Haskell Indian Nations University (�Haskell� or �University�) is seeking a qualified contractor to provide comprehensive staffing services for adjunct instructors and professional tutors. The contractor will assist in recruiting, screening, hiring, and supervising adjunct instructors and professional tutors to support Haskell's academic programming. Haskell, located in Lawrence, Kansas, is a nationally recognized post-secondary institution dedicated to providing education to members of federally recognized American Indian and Alaska Native Nations. Established in 1884, Haskell is authorized by the U.S. Congress to fulfill treaty and trust obligations by offering accredited degree programs and creating an inclusive academic environment. Accredited by the Higher Learning Commission, Haskell offers a range of degree programs supported by a General Education curriculum. Haskell offers baccalaureate degrees in Business Administration, Elementary Teacher Education, Environmental Science and Indigenous & American Indian Studies, associate of arts and associate of science degrees with multiple emphases, and two certificate programs (Geographic Information Systems and Records Management). These programs are supported by a General Education program that provides the foundation courses for all the degree programs at Haskell. REQUEST FOR CAPABILITY STATEMENTS: Request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: 1)Company Name � Unique Entity ID � Company Mailing Address � Points of Contact (email address, phone number) � Socio-economic information (business size: Native American Indian Owned, Small business, Hubzone, Large etc) as it relates to the primary NAICS Codes 722310. 2) Provide a brief description of your organization's capability and approach to accomplish the service described. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3) If possible, identify no more than 2 past or present contracts for this exact type service required herein (preferably Federal Government contracts) and include agency/company name, point of contact, dollar value, period of performance and the services performed. The government will evaluate market information to ascertain potential market capacity and to determine the acquisition competition strategy. The Government would like to receive feedback from all interested businesses. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by May 30, 2024 3:00 pm MDT.
