- Simplified Acquisition for Base Engineering Requirements (SABER � Edwards AFB) Request for Information (RFI): 1.� NOTICE:� This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only.� The Government will not pay for the information requested herein.� Only non-classified information shall be provided in your response. �Copies of the submitted information may be reproduced for Government review. 1.1� PURPOSE:� This RFI is to assist with market research to determine if responsible sources exist, to assist in determining if there are adequate Sub-contractors available to warrant a Multiple Award Contract or if a single source contract is more appropriate.� In accordance with FAR 16.504(c), �Indefinite-Quantity Contract,� Multiple Award contracts are preferred over single award contracts.� The proposed North American Industry Classification Systems (NAICS) Code is 236220, which has a corresponding Size standard of $45.0M.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a) and is anticipating 100% small business 8(a) set aside. �The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� 2.� PROGRAM DETAILS:� Simplified Acquisition of Base Engineer Requirements (SABER) contracts provide a streamlined means to complete minor construction projects estimated at less than $1M (10 U.S.C. 2805). Contracting personnel and civil engineers adapt their SABER-like acquisitions and processes to meet their local needs or local environment. A SABER contract generally means a fixed-price, indefinite-delivery/indefinite-quantity (ID/IQ) contract which orders are placed. Each order includes detailed task specifications which encompass most types of real property maintenance, repair, and construction work. SABER is generally best suited for non-complex, minor construction, and maintenance and repair projects which require minimal design. Typical SABER projects range from $50K-$500K. 3.� INDUSTRY DAYS:� Interested parties are invited to attend a possible Industry Day if one is determined to be beneficial to the Market Research process. Please indicate if one is desired. 4.� GOVERNMENT REQUEST:� Interested parties are requested to submit a letter of interest, brief statement of current capability and responses to the attached Capabilities Questionnaire. The Government will use this information to determine the best acquisition strategy for this procurement.� Please limit your submissions to ten pages in PDF or Microsoft Word Format.� In order to be considered in this Source Sought, please reply by 3:00 PM PST, June 5, 2024.
