Description
THIS NOTICE IS A SOURCES SOUGHT NOTICE ONLY. This notice is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of responsible and local HUBzone firms that would be interested in submitting proposals in response to the anticipated solicitation. The U.S. General Services Administration (GSA), Public Buildings Service, Northeast and Caribbean Region is seeking a highly qualified, local Construction Manager as Adviser (CMa) who can provide Construction Management Services to design and install an upgraded photovoltaic panel system at the Federico Degetau Federal Building and Clemente Ruiz Nazario U.S. Courthouse complex located at 150 Carlos Chardon Avenue in Hato Rey, Puerto Rico (otherwise referenced as the �Hato Rey Federal Campus.�)� The scope of work is for the Hato Rey Federal Campus. GSA is looking to upgrade the existing solar energy system in the federal parking garage with new bi-facial photovoltaic panels and add new bi-facial photovoltaic panels in different areas throughout the federal campus surface parking areas. This includes the design, hurricane rated construction and the interconnection with the utility company for net-metering purposes.� This procurement will be conducted under North American Industry Classification System (NAICS) Code 541330--Engineering Services. The Small Business size standard is an average annual sales and receipts for the past three years that are equal to or less than $25,500,000.� GSA anticipates the award as a firm-fixed price. This award is subject to the availability of funds. The period of performance for the proposed CMa services� will be for a duration of 900 calendar days for assisting with a project with an Estimated Cost of Construction at Award between $10,000,000 and $25,000,000. The design contract has not yet been awarded.� The CMa contractor shall be a member of the project delivery team during the design and construction phases of the project, working with the Government's selected Architect/Engineer (A/E) and the Government representatives to ensure a quality project, within the mandated schedule and budget. The CMa contractor will perform services including, but not limited to design phase services including evaluating design concepts, reviewing designs, reviewing and preparing cost estimates, coordinating with local agencies, reviewing and tracking submittals, ensuring a GSA project management system called KAHUA is up to date, attending design and construction meetings,� conducting constructability reviews, risk management, and value management. Construction phase services include constructing the facility, administering the construction contract and all subcontracts, coordinating construction meetings, inspecting construction materials and work, reviewing and compiling daily logs, Critical Path Method scheduling, monitoring construction costs and, and performing administrative and other services as defined in the scope of work to provide for a completely functional facility. The Government will use this information to assess your firm�s capability to perform this project.
