Description
The Army Contracting Command � Aberdeen Proving Ground, 6515 Integrity Court, APG, MD on behalf of the Program Budget Data Management Division (PBDMD) of the Deputy Chief of Staff (DCS), Army G-8 is issuing this Source Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement.� This Sources Sought Notice neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Responses shall be sent via email only to Sue Levush, Contract Specialist, at suzanne.m.levush.civ@army.mil with a courtesy copy email to the Contracting Officer, Alexandra C. Bryant, alexandra.c.bryant.civ@army.mil.� Telephonic or fax responses to this notice shall not be accepted. General Information: Incumbent:� Northrop Grumman Systems Corporation Contract Number: GS00Q14OADU125 Order W91CRB-21-F-0434 Contract Value: $88 million. All interested parties are encouraged to respond.� Interested parties are requested to submit a tailored capability statement for this requirement that shall not exceed twenty (25) pages (including attachments) which clearly details the firm�s ability to perform the requirement described and addresses each of the questions included below. Interested parties must clearly articulate their qualifications and capabilities. Please provide your company�s evaluation on the suitability of the ACC-APG Responsive Strategic Sourcing for Services Office (RS3) contract vehicle for this procurement. Would you intend to perform as a Prime or Subcontractor? If seeking to perform as a prime, which part(s) of the PWS would you subcontract, if any? Please estimate the maximum percentage of the overall requirement which your organization could perform with in-house resources. From a personnel resource standpoint, does your company have sufficient human capital assets to support a project of this size and scope? Does your company have a current approved DCAA Cost and Accounting System? Does your company believe a different NAICS code should be considered for this PWS?� If so, please provide recommendations with supporting rationale. What contract type does your company believe would be the best fit for this requirement, based on the contents of the PWS? Does this Performance Work Statement (PWS) provide sufficient information for you to submit a proposal? If not, what additional information is required? Are there any ambiguities that require clarification? Are the standards of performance clear? Are there additional standards that should be incorporated? Provide a statement or explanation of the company's technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the required services identified in the PWS. Provide an explanation of your team's knowledge and experience regarding NAICS 541330. Provide your Capability Maturity Model Integration (CMMI) certification level and describe in detail how you applied each certified Maturity Level of the CMMI framework for a contract similar in scope? Provide details of an effort similar in scope that demonstrates how you complied with Risk Management Framework (RMF) in order to obtain an Authority to Operate (ATO) within the DoD. Provide examples of how your company architected an application using a microservices framework. �Provide details of an effort similar in scope that provided a visualization reporting tool dashboard, which processed large datasets, exceeding 100 megabytes generated from multiple data sources, to a world-wide user base.� �Provide an example of how you implemented a managed API solution within the DoD complying with OPSEC standards. Provide detail of an effort similar in scope that demonstrates how your company provided a cloud-based environment using a DoD SRG Impact level 4 and 6 cloud sevice provider minimizing cloud hosting costs.� How does the Offeror demonstrate the necessary skills, relevant experience, and capabilities to successfully perform all tasks in the PWS? Provide detail of an effort similar in scope that demonstrates your ability to implement a Continuous Integration/Continuous Deployment environment.
