- This update includes Amendment 0003 of the Solicitation and the Q&A from the Pre-Proposal Conference The purpose of Amendment 0003 to Solicitation W56HZV-23-R-0129 is to: 1. Incorporate FAR 52.232-16 Progress Payments (DEVIATION 2020-00010)(NOV 2021). 2. Incorporate DFAR 252.232-7004 DOD Progress Payment Rates (DEVIATION 2020-O0010). 3. All other terms and conditions of Solicitation W56HZV-23-R-0129 remain in full force and effect. Correct the offer due date and time recorded on Standard Form (SF) 30, Item 11 of Amendment 0001 of this Solicitation. 2. Due to a system glitch the offer due date and time on SF 30, Item 11 was erroneously recorded as Monday, 27 May 2024 at 4:00 PM EST. 3. The correct offer due date and time is Wednesday, 29 May 2024 at 4:00 PM EST. 4. All other terms and conditions of Solicitation W56HZV-23-R-0129 remain in full force and effect. The purpose of Amendment 0001 to Solicitation W56HZV-23-R-0129 is to:* 1. Extend the offer due date and time from Monday, 20 May 2024 at 4:00 PM EST to Wednesday, 29 May 2024 at 4:00 PM EST. 2. Announce that a virtual Pre-Proposal Conference will be held on Thursday, 16 May 2024 at 12:30 PM EST. The purpose of the Pre-Proposal Conference is to allow anyone who is interested in submitting a proposal the opportunity to ensure their proposal meets the standards set in the Solicitation. For those who are unable to attend, the presentation will be made available to the public via Sam.gov along with a list of any questions that were asked with their answers. Please reference this Solicitation posting on Sam.gov for all pertinent details. 3. For any questions please email the point of contact for this posting ***If you would like the calendar invitation sent to your inbox please email the point of contact for this posting� by 3:00 PM on 15 MAY 2024 _______________________________________________________________________________________________________ This solicitation is intended to result in the award of a Firm Fixed Price Multiple Award IDIQ type Contract for the estimated supplies specified. The resulting contract will establish pricing to be utilized through issuance of delivery orders for discrete quantities for the period stated in the schedule. This solicitation is set aside for Small Businesses IAW FAR Clause 52.219-6 - Notice of Total Small Business Set-Aside (Nov 2020). Offerors are encouraged to review Section M of this solicitation for evaluation factors and basis for award. The Government will conduct a pre-proposal conference within two weeks of the date of release of the solicitation. Notification of the time and date of the pre-proposal conference will be posted separately on Sam.gov. The Government will utilize North American Industry Classification System (NAICS) code 314999 (All Other Transportation Equipment Manufacturing). This NAICS code will also be assigned to subsequent awarded delivery orders thereunder. Failure to register in SAM for the corresponding NAICS code identified in paragraph A.3 prior to submitting a proposal against this solicitation may preclude an award being made to your company. Offerors should be aware of how U.S. Small Business (SB) concerns are defined in FAR Part 19, Defense Federal Acquisition Regulation Supplement (DFARS) Part 19, and 13 CFR 121, Small Business Size Regulations. Offerors are advised to review 13 CFR 121.103, ""How does SBA Determine Affiliation"". Interested offerors shall submit a proposal via email to the Contract Specialist (sara.a.rice3.civ@army.mil) and cc the corresponding Contracting Officer (carrie.l.english.civ@army.mil) with the subject header: Proposal Submission - W56HZV-23-R-0129 (company name). Once a proposal is received, the Contract Specialist/Contracting Officer will reply with the respective Offeror stating receipt of proposal submission. Please pay close attention to the Issued By block location on the cover page of the solicitation for closing date and time. The closing date and time is based on the local time of the listed location of the Issued By office. In accordance with FAR 15.208(a), offerors are responsible for submitting proposals, and any revisions, and modifications, to be received by the Government office designated in the solicitation by the time specified. �
