- PRE-SOLICITATION NOTICE **NOTICE OF INTENT TO SOLE SOURCE NOI-NIAID-24-2223327 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Ridge Diversified Holdings, LLC dba Phoenix Scientific to provide: Pinnacle Fetal Bovine Serum - US Origin, Catalog# PS-100-00-500, Quantity 60 EA Shipping/Handling fees to Bethesda, MD, to include box and dry ice The Laboratory of Molecular Microbiology (LMM) investigates the structure, function, and regulation of a diverse group of microorganisms including RNA and DNA viruses, aerobic and anaerobic bacteria, and mycoplasmas. Currently, the main focus of LMM scientists is murine (MuLV) and primate retroviruses (HIV, SIV, and HTLV) with the principal area of research activity involving human immunodeficiency virus (HIV-1). Fundamental investigations of viral gene regulation, protein structure and function, and particle assembly are integrated with studies of the determinants of immunologic protection against HIV and viral pathogenesis. The purpose of this acquisition of fetal bovine serum is to provide the in-vitro cell culture of eukaryotic cells produced by LMM investigators as related to their respective research projects that include, but are not limited, to: Molecular Biology of Retroviruses Associated with AIDS; Pathogenesis Studies of Simian Immunodeficiency Virus Infection of Monkeys; Genetic Aspects of Viral Oncogenesis of Wild Mouse Species, Mechanisms of Immune Activation and Disease Progression in Animal Models; and Molecular Analysis of Retroviral Genes. A very low level of antibodies that contain more growth factors allows for versatility in many different LMM cell culture applications. Phoenix Scientific can provide U.S. origin serum of the same lot and protein count and growth factors for the entire order, while also meeting the requirement of compatibility with current experiments, of which are being conducted with FBS previously obtained through this same channel. Pinnacle Fetal Bovine Serum from Phoenix Scientific meets the specifications to provide continuity in research studies, previous, present and future. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services as based on these requirements may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2223327) to Dana Monroe at dana.monroe@nih.gov, by 5:00pm Eastern Time Tuesday, May 28, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
