Description

This is a presolicitation notice for Non-Lethal Training Ammunition (NLTA) for Department of Homeland Security (DHS) Federal Law Enforcement Training Centers (FLETC) Glynco (Brunswick), Georgia. The solicitation number for this requirement is 70LGLY24BGLB00002 and will be issued as an Invitation for Bid (IFB).� This acquisition will be solicited Full and Open competition using the Two-Step Sealed Bidding Method in accordance with the procedures of Federal Acquisition Regulation (FAR) Subpart 14.5 � Two-Step Sealed Bidding. Step one will consist of vendor submission of 500 rounds each products for testing along with SDS submission for each product offered. After evaluation is complete, bidders will be notified in writing those products eligible to proceed with Step 2 Pricing submission. This requirement will be restricted to ammunition manufacturers only as the need to be in direct contact with the actual manufacturers is imperative for the timeliness of ordering and discussing any issues with a products performance. FLETC, Glynco, GA, anticipates multiple IDIQ firm fixed price award(s) as a result of this requirement for non-lethal training marking cartridge ammunition in various calibers for law enforcement officer firearms training courses at FLETC as follows: Marking and NON-Marking Cartridges� 9mm Non-Lethal Marking Cartridge 9mm Non-Lethal Non-Marking Cartridge� .223Rem/5.56mm Non-Lethal Marking Cartridge� .223Rem/5.56mm Non-Lethal Non-Marking Cartridge� Bidders will not be required to bid all products. The North American Industry Classification System Code (NAICS) is 332992 Small Arms Ammunition Manufacturing, and the Small Business Standard is 1,300 employees. The Product/Service Code is 1305. The minimum guarantee for the resultant award(s) is 1,000 rounds per contract per year.� The maximum limit for the resultant award(s) is estimated at $1.6 million dollars per year, $8.0 million dollars over life of contract(s).� The maximum limit will be split between all awards. The contract will consist of a base year (12 months) and four 12-month option years (total 60 months/5-years in duration). The solicitation Step One Technical will be posted at www.sam.gov on or about June 5, 2024 with responses due on or about June 20, 2024.�
