SAM ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 7372 � Software publishers SUBJECT: Schlieren software SOLICITATION NUMBER: NB643050-24-01407 RESPONSE DATE: 06/04/2024 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Motion Scope, located in Lukovica, Slovinia to provide Schlieren imagining software. The Material Measurement Science Division within the Material Measurement Laboratory of the National Institute of Standards & Technology (NIST) is involved in a growing research effort in the field of thermo-fluidic flow visualization for contraband detection. This effort focuses on the development of innovative tools and techniques to visualize gas and aerosol transport related to technology used to detect explosives, illicit drugs, and other contraband materials. Schlieren imaging has been a crucial component to this effort and remains the primary imaging tool used in the laboratory for these endeavors. Schlieren enables the visualization of phenomena that would otherwise be impossible to see with traditional video camera systems. NIST requires a commercially-available software package that provides background oriented schlieren image processing, a very unique type of image processing that enables the visualization of air flows, temperature gradients, and changes in refractive index. This system will be used to improve NIST�s ability to train canines for detecting drugs, explosives, and other chemical and biological threats. Sole Source justification is based on the following: NIST has researched and located only one vendor has software that meets the technical requirements of integrating into existing NIST owned camera systems utilizing Photron, Basler, and FLIR. Only Motion Scope has been determined to have this capability. NAICS code for this requirement will be 513210 � Software Publishers with a small business size of 41.5M No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration.
