Notice of Intent to Sole Source HT941024N0068 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHOCD), intends to award a firm fixed price supply purchase for cost-per-test lease of two (2) tissue antibody detection (immunohistochemistry) staining units and two (2) tissue component special staining units in the Histology Division at the Laboratory Department in Naval Medical Center San Diego (NMCSD), in accordance with the Federal Acquisition Regulation (FAR) 13.681(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: �ROCHE DIAGNOSTICS CORPORATION �9115 Hague RD Indianapolis, Indiana 46256-1025, United States The North American Industry Classification System (NAICS) code for this requirement is 334516 Analytical Laboratory Instrument Manufacturing; the business size standard is 1000 (# of employees). The Product Service Code (PSC) is 6630 Chemical Analysis Instruments. The objective of this sole source award is to procure cost-per-test lease of two (2) tissue antibody detection (immunohistochemistry) staining units and two (2) tissue component special staining units in the Histology Division at the Laboratory Department in Naval Medical Center San Diego (NMCSD). The contractor shall provide the laboratory the lease of the specialized tissue staining equipment, training, technical and maintenance support.� Also included are consumable supplies: detection system kits, antibodies, reagents in according with statement of work (SOW). This is a base plus four option years requirement. Deliver Schedule: Base year: 07/01/2024-06/30/2025 Option year one: 07/01/2025-06/30/2026 Option year two: 07/01/2026-06/30/2027 Option year three: 07/01/2027-06/30/2028 Option year four: 07/01/2028-06/30/2029 Deliver location: Laboratory Department Naval Medical Center San Diego (NMCSD) 34800 Bob Wilson Dr, San Diego, CA 92134 ROCHE DIAGNOSTICS CORPORATION is the only source that can meet the Government�s minimum requirements to provide the requested supplies and reagents mentioned above at Naval Medical Center San Diego. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the above requirement for Naval Medical Center San Diego. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
