- SOURCES SOUGHT -�Chemistry Testing for Moncrief Army Health Clinic The United States Army Health Contracting Activity (USACHA) Medical Readiness Contracting Office-East (MRCO-E) is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to provide two analyzers/equipment, reagents, calibration/control material, disposables, accessories, on-site training for primary operators, and technical support services on a cost per reportable reagent agreement contract. The intention is to procure these supplies on a competitive basis BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The estimated period of performance consists of a base year plus 4 ordering periods with performance commencing in November 2024. Specifics regarding the number of option periods will be provided in the solicitation. The applicable NAICS code for this requirement is 325413 �In-Vitro Diagnostic Substance Manufacturing� with a Small Business Size Standard of 1,250 employees. The Product Service Code is 6550 In Vitro Diagnostic Substances, Reagents, Test Kits and Sets. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The contract type is anticipated to be Firm Fixed Price. PLACE OF PERFORMANCE The contractor is responsible for equipment and services at the main facility at Moncrief Army Health Clinic (MAHC) Laboratory, Fort Jackson, SC. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� The automation system includes at a minimum: SALIENT CHARACTERISTICS Fully-automated testing with random access sampling Ability to perform Hepatitis A and B testing within 30 minutes Minimum of 50 reagents per element Throughput up to 1200 patient samples per hour for Chemistry and approximately 200 test per hour for Immunoassay test with priority handling On-board calibrators and controls Capable of interfacing with the laboratory information system (LIS) with no lapse in services Direct connectivity for troubleshooting and quality control programs Order add-on tests from previously processed samples Create custom test groups Modify quality control rules Interpretive software algorithms Un-interrupted loading of reagents On-board refrigerated storage capability Software-guided maintenance Integrated back-up system Defined distinctive test profiles Ability to define specific quality control guidelines Ability to define reflex requirements Independent pipetting Interactive display screen Automatic sample bar code reading Analyzers should be integrated systems Analyzers should have a sample capacity within 250 � 300 samples ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch.
