Description
This is a Notice of Intent, not a request for proposal. �The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Scientific Volume Imaging, b.v. located in The Netherlands, for renewal of Huygens Deconvolution Software as required for the Research Technologies Branch (RTB) Biological Imaging Section (BIS).� Specs and requirements, with quantities, as listed below. Period of Performance (POP) from July 1, 2024 � June 30, 2025 Maintenance and Upgrades Huygens Essential Software version, 8 seats Maintenance and Upgrades Huygens Professional Software version, 4 seats Maintenance | Scientific Volume Imaging (svi.nl) The BIS collects confocal microscope data with DIR investigators. Image processing software is required that can recover objects that are degraded by blurring and noise. Deconvolution allows the analysis of structures at or slightly below the limit of resolution by improving the signal to noise ratio. BIS requires the renewal of Huygens deconvolution software which has been utilized for multiple years. Changing software at this time would incur a significant cost increase and create an interruption in research to the government in terms of dollars and time to cover new training for BIS staff and NIAID investigators. Scientific Volume Imaging, b.v. is the manufacturer for this software and associated upgrades and does not utilize resellers. Only Scientific Volume Imaging, b.v. technicians are trained experts in maintaining and upgrading this software and are the only ones able to access the technology necessary to meet the government�s requirements.� �The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. �All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2217594 to Diana Rohlman, diana.rohlman@nih.gov, by 4:00pm EST Friday, May 24, 2024. �All responses received by the closing date of this synopsis will be considered by the Government. �A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. �
