[1/17 1:04 PM] Fisk, Kyler C PO2 USCG SFLC (USA) This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800am Pacific Time, Nov 20th, 2023, and will be reviewed by the Government. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: The CTR shall provide: Scope of Work: MGT Fuel Positioning Driver, Replace 1. SCOPE � 1.1 Intent. This work item describes the requirements for the Contractor to remove the obsolete GS3/LQ Fuel Positioning Drivers and install a new Digital Valve Positioners (DVP) for all three Gas Turbines onboard. 1.1.1 The Period of performance for installation of MGT fuel drivers and pier side operational test shall be performed between the targeted dates of 01SEP24 to 15OCT24 based on cutter�s availability and discretion.� 1.1.2 The Period of Performance for underway operations test shall be performed between targeted dates of 15OCT24 to 15NOV24 based on cutter�s availability and discretion.� 1.2 Government-furnished property. REQUIREMENTS 3.1 General. 3.1.1 Tech Rep. The technical representative must be qualified to install, calibrate, and test Woodward Fuel System Controls on the ships Gas Turbines (GT) and will provide the following: Manufacturer's information, software, tools, and equipment pertinent to the equipment/system installation. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).� Known interferences include: Control wiring. note Coast Guard personnel will operate all shipboard machinery and equipment. 3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. � 3.3 Removal. Using the references in Section 2, the contractor must conduct the following tasks in the following local control panels (LCP): #1 GT LCP 4-127-4 #2 GT LCP 4-127-2 #3 GT LCP 4-135-2 3.3.1 Label then disconnect wiring to the GS3/LQ Fuel Positioner Drivers 3.3.2 Remove the GS3/LQ Fuel Positioner Drivers. 3.3.2.1 Turn the removed drivers to the CG Inspector. 3.3.3 Prepare each LCP to receive the new DVP Drivers. 3.4 Installation. Using the references in Section 2, the contractor must conduct the following tasks: 3.4.1 Fasten the new DVP drivers to the LCPs using new hardware. 3.4.2 Wire the new DVP drivers in accordance with the DVP installation instructions. 3.4.2.1 Document the new DVP control wiring configuration by red-line markup on Woodward Drawing 9971-1257, Rev C, Control Wiring Diagram USCG Polar Ice Breaker Control. 3.5 Testing. Using the references in Section 2, the contractor must conduct the following tasks: 3.5.1 Conduct start-up checks on all three DVPs in accordance with the DVP Instruction Manual. Note The ship has the necessary GAP software in order to push code to the new DVPs. 3.5.2 With assistance from the CG Inspector, set the parameters for all three DVP Drivers using the DVP Service and Diagnostic Tool in accordance with the DVP Service and Diagnostic Tool Installation and Operation Manual. 3.5.3 Under the direction of the ship�s crew, conduct the following inport tests on all three GTs: GT Normal Start/Emergency Stop GT Test Start/Normal Stop GT Test Start/Emergency Stop GT Test Start with TT2 Under Temperature Shutdown GT Test Start with N2 Reference Command Fault Alarm Emergency Shutdown Recognition Test (while running) � 3.5.4 Under the direction of the ship�s crew, conduct the following underway tests on all three GTs: Validate the performance and dynamic response of the DVP and LQ25 Fuel Valve. 3.6 Reporting. The contractor must provide the following via CFR: 3.6.1 Provide a full report detailing the service visit and all parameters for the DVP units. 3.6.2 Provide a red-line mark-up of Woodward Governor drawing 9971-1257 Rev. C showing the as-built configuration.
