- This is a Sources Sought (SS) / Request for Information (RFI). This is not a pre-solicitation or solicitation or Request for Proposal (RFP) and is not to be construed as any commitment by the Government. This notice does not obligate the Government to award a contract and or pay for any bid and/or proposal preparation costs. The Government will not accept proposals at this time. This notice is not an offer by the Government to enter into a contract. Interested Small Business concerns must identify to the contracting officer their interest and capability to satisfy the Government's requirement by closing date listed. Responses will allow the Government to conduct an initial review of market capabilities in support of requirements identified in attached Statement of Work document. The Ohio National Guard intends to issue a solicitation to award a single firm fixed-price contract to provide a three (3) types of positions: Program Employment Coordinator, Employment Support Specialist, and Education and Employment Outreach Coordinator. These positions will be working for the�National Guard Employment Enhancement Program (NGEEP) based out Joint Force Headquarters in Columbus, Ohio. The period of performance will (1)12 month base year with (4)12 month option periods. Scope: The� (NGEEP) supports the Department of Defense (DoD) Veteran, service member, and military family communities in Ohio with career education, employment preparation, employment support, and employer outreach. Intent on providing income stability, long term opportunity, and competitive wages for clients; our program collaborates with federal, state, local, and non-profit organizations, and volunteers to understand the employment market while placing a wider audience into in demand careers. First, partnering with employers and stakeholders that are intentional about hiring Veterans, service members, and military family members from all services and components. This requires detailed assessments of industries, companies, and emerging job opportunities. Critical is our ability in connecting to corporations with military support and assistance groups, or those companies with significant numbers of Veterans/service members as employees. Second, collaborating with state, regional, and local organizations like the Ohio Department of Veteran Services, Ohio Diversity Council, and numerous apprentice programs to place clients into the right employment trajectories and openings. Third, is educating clients on which industries, careers, or experiences provides them with the highest degree of employability. Placing a client in employment is the ultimate goal of the program, nonetheless, preparing clients with the right skills, abilities, and/or credentials is equally relevant in the long-term. Objectives: The NGEEP aims to facilitate professional development and employment opportunities for Ohio National Guard (ONG) members. The contractor shall provide comprehensive services to enhance clients' skills, foster career growth, and connect them with meaningful employment opportunities. The program serves as the conduit between employers and resources for the ONG, employment resources, to include job fairs, resume writing and assist with connecting soldiers and families with local employers. The NGEEP will serve as the primary advisor on all employment issues to the Ohio National Guard to include employer outreach and engagement, identifying and developing long range employment program strategy, and selecting outside employment platforms and initiatives for NGEEP use (at no additional cost to the government). The primary goal of the NGEEP is to connect unemployed or underemployed/undertrained service members, Veterans and their families with programs, networks, and resources�which assist them in securing employment or transitioning into a new career. ***Sources sought information responses are due by 4:00pm on 31 May 2024.*** If you are interested in providing this personnel service, please submit a sources sought information request form along with any references via email to alan.j.cooper8.civ@army.mil.
