- The United States Secret Service (USSS) executed modification P00004 to CW Government Travel, Inc. This Justification notice is not a request for competitive offers, quotes, or capability statements. This Justification notice is being published in accordance with FAR FAR 8.405-6(a)(2)(i). Phone calls or voicemails will not be accepted or returned. LIMITED SOURCES JUSTIFICATION: LSJ Number: FY24-0004 1.� Agency and Contracting Activity. The Department of Homeland Security (DHS), United States Secret Service (USSS), Office of the Chief Financial Officer (OCFO) and Procurement Division (PRO) propose to execute a modification against Task Order 70US0923F2GSA2098 pursuant to FAR 8.405-6, Limiting Sources. 2.� Nature and/or description of the action being approved. The USSS intends to execute a modification against Task Order 70US0923F2GSA2098 to extend services for six (6) additional months on a sole source basis for the continued need of mission critical Travel Management Center (TMC) Support Services. Proposed Source: Entity Name: : CW Government Travel, Inc. (CWTSatoTravel)� Unique Entity ID: YAA1CKF2TJ14 Physical Address: �4300 Wilson BLVD, STE 230, Arlington, Virginia 22203-4178, United States� Business Size: Other than Small Business GSA Contract Number: GS-33F-0022P GSA Schedule: Multiple Award Schedule (MAS) SIN: 561510 Travel Agent Services 3.� Description of Supplies/Services. The purpose of this Task Order modification is to provide the USSS OCFO with TMC Support Services for an additional six (6) months. These services will assist the OCFO with maintaining its travel management processes, while also meeting functional, technical, and security requirements and shall at a minimum: Meet USSS travel service needs, which includes the following: travel planning, cost estimation, travel authorization creation, booking of travel reservations, travel fulfillment, and provide car rentals and hotel needs. Supply travel reporting and data exchange for the USSS. Period of Performance: July 1, 2024 � December 31, 2024. 4.� Authority and supporting rationale. This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-2 is: ? FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Rationale: Executing this Task Order modification to one source, CWTSatoTravel, is in the best interest of the Government as CWTSatoTravel is the current incumbent for Task Order: 70US0923F2GSA2098. CWTSatoTravel has successfully supported the OCFO for over four (4) years and is currently in place to continue supporting this vital mission while a new Task Order is solicited on a competitive basis. This Task Order extension is necessary due to the fact that it is currently a campaign year and the USSS must minimize performance risk by ensuring there is no possibility of a transition in contractor support where interruptions/disruptions can and will likely occur that can be attributed to transitioning during a period of heavy travel volume. Traditional periods of increased volume occur during the general election period which begins on March 1st of that election year and conclude on December 1st, after the election. Campaign Nominee Operations Section (CNOS) travel is in addition to the National Security Events (NSSE) travel volume. During election years, the travel ticket volume increases substantially. To put this in context, in election year 2020, 45,000 tickets were issued and in non-election year 2020 34,485 tickets were issued. Should travel management services experience interruptions/disruptions due to a contractor transition, especially during an election year, the USSS� mission to protect our protectees would be jeopardized and could result in loss of life or injury to protectees. The contracting officer has determined that continuing services with the current incumbent minimizes performance risk and represents the best value to the Government and will result in the lowest overall cost, considering price and administrative costs, to maintain mission critical support. This modification is against a Task Order that was placed in accordance with FAR 8.404, �Use of Federal Supply Schedules.� The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d). Additionally, prior to execution of the modification, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered to determine that the total price is reasonable. The contractor�s proposed price will also be compared to the Independent Government Cost Estimate (IGCE). It is anticipated that rates on the current contract (70US0923F2GSA2098) will carry over to the additional six (6) months. 5.� A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted. Market Research was conducted in accordance with FAR Part 10, HSAM 3010, and the DHS Market Research Guide. Market research included a review of the Commercial Marketplace for potential vendors capable of meeting the needs of the OCFO. Multiple vendors have been identified (both large businesses and small businesses) with the capability to carry out the requirements of the PWS. Although multiple vendors are known, it has been determined that executing an extension for TMC support with the current incumbent would result in services at a fair and reasonable price and satisfactory performance that avoids disruptions/interruptions during a campaign year where travel volume is especially heavy. 6.� Any other facts supporting the limited-sources justification. None. 7.� A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made. The government intends to modify the TMC Support Services Task Order on a sole source basis and award a new contract by the end of Year 2024. The CFO is concerned with transitioning to a new contractor during the election year. USSS intends to post this requirement on SAM.gov pursuant to FAR 8.405-6(a)(2)(i). 8.� Technical/Requirements Personnel Certification. Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government�s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
