- This is a notice of intent to sole source for a non-commercial service prepared in accordance with FAR�Subpart 5.101 which requires the�dissemination of information for proposed contract actions.�This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The solicitation number is N3943024R0023. NAICS 541715 / Size Standard 1,000 employees.� Naval Facilities Engineering and Expeditionary Warfare Center has a requirement for the Production of Alternative Skimming Technologies (ROV Skimmer Version 2 and Skimmer Attachment) at Elastec Inc.�s manufacturing facility in Carmi, Illinois for delivery between May of 2024 and 2026 for use by the Navy Oil Spill Response Community This solicitation is issued on an other than full and open competition basis in accordance with 10 U.S.C 3406(c)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1- entitled �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The intended source is Elastec, Inc. (CAGE: 01YQ3) as they are the only contractor that can satisfy all requirements outlined in the SOW which was distributed to the company via e-mail solicitation.� The solicitation document contained clauses and provisions applicable to the aforementioned acquisition. The Government has requested a quote from the sole source offeror. As a minimum, the offeror was asked to provide a detailed breakdown by cost element sufficient to permit a comprehensive review and evaluation of all costs (e.g. direct labor, materials, equipment costs, subcontracts, travel, other direct costs, indirect costs, profit, etc.). The Contracting Officer has determined that certified cost or pricing data is not required to be submitted by the offeror for this effort. The offeror is requested to provide a technical narrative that details your approach to accomplish the work under the SOW. At a minimum the technical narrative shall include sufficient detail to demonstrate the approach and assumptions to perform each task under the SOW. If applicable, any lump sum costs proposed by subcontractors must be substantiated with a separately attached cost breakdown. Please note that in accordance with FAR 15.404-3(b) the offeror is required to conduct appropriate cost or price analysis to establish the reasonableness of any proposed subcontract costs, and include ethos results of your analysis in your quote. The period of performance for the requirement will expected to be 1 June 2024 to 31 May 2026 (one base period; no option periods) The offer must comply to all parts of the Statement of Work. The�JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN COMPETITION document has been attached for reference.�
