- REQUEST FOR INFORMATION #HT941024RFI0005 CONTINENTAL UNITED STATES for COST-PER-REPORTABLE RESULTS CLINICAL LABORATORY REAGENTS AND CONSUMABLES FOR HEMATOLOGY, URINALYSIS/ BODY FLUIDS WITH MICROSCOPY AND CLINICAL CHEMISTRY WITH IMMUNOASSAY TESTING AT NAVAL HOSPITAL CAMP PENDLETON AND NAVAL HEALTH CLINIC LEMOORE Defense Health Agency contracting Activity Western Healthcare Operations Contracting Division Description The purpose of this Request for Information (RFI) notice is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHCO-CD)� San Diego, California, is seeking potential sources to provide cost-per-reportable results (CPPR) clinical laboratory reagents and consumables for hematology, urinalysis/ body fluids with microscopy and clinical chemistry with immunoassay.� The CPPR reagents and consumables supply purchase shall include the leasing of the analyzers and accessories technology, testing methodologies, quality control, technical and maintenance support at no cost to the Government.� The CPPR products and equipment shall be approved by and compliant with the U.S. Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States.� The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States.� The equipment and reagents shall be in compliance with OSHA requirements. All equipment and accessories shall be new from the manufacturer.� Used or refurbished equipment, or equipment obtained from a third party shall not be accepted.� All equipment will be installed and validated in accordance to CLSI standards by the vendor and all minor electrical and plumbing to be included during the installation process i.e water sources and electrical panel requirements. Military Treatment Facilities (MTFs) located Continental United States (U.S) (CONUS) covered by Network 2 are: U.S. Naval Hospital Camp Pendleton (NHCP) U.S. Naval Heath Clinic (NHC) Lemoore (NHCL) The potential North American Industry Classification System (NAICS) Codes are: 334516 - Analytical Laboratory Instrument Manufacturing 1.4 This is a RFI only as described in paragraph 6.1 of this request. 1.5 Information gained through this RFI will be used to further refine DHA requirements.� All information received may be used to determine an appropriate acquisition plan and strategy for possible future acquisitions; a solicitation(s) has not been developed at this time. Background The DHACA WHCO-CD supports the leasing of analyzers within the Military Health System (MHS): �two (2) Hematology, one (1) Urinalysis and one (1) Clinical Chemistry with Immunoassay analyzers for Naval Hospital Camp Pendleton (NHCP) and (1) Clinical Chemistry with Immunoassay analyzers for Naval Hospital Camp Pendleton (NHCP). The requirement is for a CPPR contract with retroactive counts originating from the Electronic Health Record (EHR) workload for patient reportable results only. The analyzer shall be capable of performing the tests listed below with the minimum workload indicated in the Statement of Work. Requested Information The Government is seeking industry feedback on what type of possible vehicle could be considered, and what are the pros and cons on putting a vehicle like these to meet the need of short-term staffing. Responses Please provide a capability statement that outlines your company�s ability to meet the requirements outlined in both SOWs Contracting Office: DHACA, WHCO-CD The Government will only review responses captured through this RFI.� Completing this will �� allow DHA to collect the name, phone number, and e-mail address of a company representative who the Government may (or may not) contact for additional information. ��Please note that an email address can only respond to the survey once. � Responses to this RFI are due by 12:00 PM Pacific on Tuesday 28 May 2024 by email to: cha-on.p.gordon2.civ@health.mil All responses will be reviewed and assessed by DHACA, WHCO-CD staff. Each of the responses will be maintained by the DHA as a source of market research information and published on an internal SharePoint site. Any response submitted for this RFI constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors. No information will be disclosed outside DHA. Submissions to this RFI is deemed to be DHA property which shall not be returned to sender. Industry Discussion Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.� Questions submitted regarding this RFI will not be accepted or acknowledged nor will there be a response.� Individual capability briefs will not be accepted.� Summary THIS IS A REQUEST FOR INFORMATION ONLY.� This RFI is issued solely for information and planning purposes.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service.� Further, the DHA is not, at this time, seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.� CONFIDENTIALITY:� Do not include proprietary, classified, confidential, or sensitive information in your response. Industry responses will be shared with DHA staff for the purpose of market research.
