Description
The U.S. Army Contracting Command Aberdeen Proving Ground, on behalf of Product Director Aerostats, is seeking industry partners to host a product demonstration for visiting foreign nation personnel. Request For Information (RFI) Only: This RFI is issued solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI responding vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. This posting is associated with notice ID W56KGY24AEROSTAT_MULTIPLE_AWARD and is currently intended to be a task order under the resultant multiple award contract, however, this can be subject to change.� BACKGROUND: Aerostat systems are elevated command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (ISR) platforms equipped with a variety of payloads to fulfill force protection, operations support, communication extension, and ISR missions. Aerostat systems can be employed during all phases of operations. Aerostat systems are responsive to the ground component of a joint warfighting force by providing weather dependent, persistent surveillance at operating locations throughout the operational area and directly enhancing the Commander�s situational understanding. A NATO foreign partner has requested that the U.S. Government coordinate with industry to provide aerostat system demonstrations. These demonstrations will be held at sites where the aerostat is currently in operation; no notional systems will be considered.� Vendors can show/brief alternative configurations or options as a secondary event, but the primary purpose of the visit is to view an aerostat in operation. �Prospective sites can be worldwide, provided that they are accessible by U.S. Government� and NATO partner personnel. Demonstrations shall include: A briefing regarding the system and its capabilities. A briefing describing the operator and maintenance training (syllabus content, class size, electronic training aids (if any), language barrier mitigations). A visit to the Ground Control Center (GCS) or equivalent for the system. A software (user interface) demonstration. A live demonstration showing the system tracking objects of interest. A live demonstration of the system�s weather monitoring capabilities. Visits are expected to last up to 3 days to accommodate planned events as well as account for inclement weather. Responding vendors must: Have been the original equipment manufacturer or the prime integrator for the aerostat system.� Demonstrate a system where the primary sensor is a radar. Have a large or strategic class aerostat available for demonstration, whether at their facility or in the field.� If the system is already sold and deployed, responding vendor will be responsible for obtaining �authorization from the current owner/operator to access the site. Provide an unclassified description of the system to be displayed.� Information about when the system was developed and the time in service is preferred, but not required. Provide the site location and at least two (2) available timeframes, of three (3) days, between 30 May 2024 and 28 June 2024.� Submission of multiple prospective sites is acceptable, provided that each site meets the requirements listed in this RFI.� Perform the demonstration at no cost to the U.S. Government. Responding vendors are preferred (but not required) to have: A facility capable of holding a classified discussion at the SECRET level at the demonstration site or nearby location. A demonstration site co-located with their production facility. Note: Payload vendors should coordinate with a prime integrator to participate in a demonstration. Interested parties shall send email with site location and at least two (2) available timeframes to Jennifer Mattessino, Jennifer.L.Mattessino.civ@army.mil, and Eric Brixen, Eric.C.Brixen.civ@army.mil no later than 1600 on 20 May 2024.
