Description
The United States (U.S.) Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) is responsible for the detention, health, welfare, transportation, and deportation of noncitizens in removal proceedings, and those subject to a final order of removal from the U.S. The mission of ICE Enforcement and Removal Operations (ERO) is to identify, arrest, detain and remove aliens, who present a danger to national security or are a risk to public safety, as well as those who enter the U.S. illegally or otherwise undermine the integrity of immigration laws and border control efforts. In implementing its mission, ERO is responsible for carrying out all orders for the securing and departure activities of noncitizens who are designated in removal proceedings and for arranging for the detention of noncitizens when necessary and prescribed by law. The ERO Newark, New Jersey Field Office has a continued need for comprehensive detention services for approximately 600 adult male and female noncitizens (up to 50 female noncitizens) and will provide for general population, intake, segregated housing, and medical beds at a contractor-owned/contractor-operated detention facility or facilities. The facility or facilities must be located within 50 driving miles from the Newark, New Jersey Field Office, currently located at 970 Broad Street, Newark, NJ 07102. In addition, the facility or facilities shall be located within appropriate proximity and access to emergency services (medical, fire protection, law enforcement, etc.) and access to airport services for transportation requirements. Detention services will be performed in accordance with the optimal level of the most current version of the ICE Performance-Based National Detention Standards (PBNDS) 2011 with 2016 revisions. The current version of PBNDS 2011 with 2016 revisions is available at www.ice.gov/detention-standards/2011. The facility will be required to be accredited by the American Correctional Association (ACA) Adult Local Detention Facility (ALDF) standards and meet the most current version of the standards for the duration of the contract. The contractor shall also abide by the March 7, 2014, DHS regulation under the Prison Rape Elimination Act of 2003 (PREA; P.L. 108-79), Standards to Prevent, Detect, and Respond to Sexual Abuse and Assault in Confinement Facilities (DHS PREA Standards) available at: https://www.gpo.gov/fdsys/pkg/FR-2014-03-07/pdf/2014-04675.pdf The contractor shall furnish all personnel, management, equipment, supplies, training, certification, accreditation, and services necessary for performance of all aspects of the contract. The detention center(s) must provide safe and secure conditions of confinement based on the individual characteristics of a diverse population, including threat to the community, risk of flight, type and status of immigration proceeding, community ties, medical and mental health issues. The facility will be required to provide office, operational, and parking space for government personnel as defined in the solicitation. This is a follow-on requirement to contract no. ODT-5-C-0010 with CoreCivic, Inc. Under this contract, CoreCivic, Inc. manages and operates the Elizabeth Contract Detention Facility, a contractor-owned and operated facility, providing ICE comprehensive detention services for detained noncitizens. The period of performance of this contract currently expires on 08/31/2024. The solicitation for this effort, solicitation no.�70CDCR24R00000012, will require the submission of environmental proposals. A draft copy of the anticipated environmental proposal requirements as well as procedural guidance for complying with National Environmental Policy Act (NEPA) requirements is included as an attachment to this notice.� It is anticipated that this requirement will be competitively solicited, on a full and open basis. Note: The solicitation is estimated to be released on Sam.gov no later than June of 2024.
