Description
This Sources Sought notice is issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk BUMED-FM and C Directorate. NAVSUP is conducting market research in accordance with FAR Part 10 to determine the availability of potential sources that possess the requisite capabilities to successfully provide support to evaluate the Navy�s communication efforts through periodic assessments using scientific methods that collect and evaluate quantitative and qualitative research in support of the Chief of Information (CHINFO). This requirement was previously competitively sourced to General Dynamics Information Technology (GDIT) under contract N0018918FZ380. The anticipated period of performance for this Firm Fixed Price contract is 01 August 2024 through 31 July 2025 with (4) one-year options. The North American Industry Classification (NACIS) code for this is 541910. CHINFO requires contracted support to evaluate the Navy�s communication efforts through periodic assessments using scientific methods that collect and evaluate quantitative and qualitative research. CHINFO requires a partnership with a reputable and proven entity, whose established reputation and brand recognition reinforces its commitment to transparency, accountability, and credibility in its interactions with the American public. In addition to contractor research/data collection expertise and brand equity - the company must also have nationwide reach and extensive infrastructure uniquely positioned to execute the U.S Navy�s research objectives with efficiency and precision. The Contractor must possess the logistical capacity to administer surveys and gather data from diverse demographic groups across all fifty states and U.S. territories. A. Conduct nationwide quarterly quantitative research. The Contractor shall use a panel to conduct quarterly nationwide quantitative surveys of at least 1,000 randomly sampled American adults. The contractor shall: 1) Conduct research that yields valid, reliable indicators of at least the following pieces of information broken down by at least state, sex, age, ethnic group, and veteran status: a) extent and type of media exposure to the U.S. Navy as compared to the other military services b) knowledge of, favorability toward, and likelihood to recommend the Navy over other military services c) knowledge of and confidence in the roles the U.S. Navy and other military services have in defending the nation d) opinions on ideal size of and budget allocation to the Navy and other military services e) opinions of Navy�s capabilities and ability to defend America and protect U.S. interests globally as compared to the other military services f) opinions of threats facing the Navy and other military services (e.g., foreign actors, cyberhacks, disinformation campaigns, internal threats, etc.) 2) Provide quarterly reports that summarize the participants� perceptions of their Navy. B. Conduct and provide reports on case-control studies at Navy events. CHINFO conducts outreach events around the country to introduce Americans to and educate Americans on their Navy. In 2022 CHINFO conducted 14 Navy Weeks and 10 Fleet Weeks across the country. CHINFO hypothesizes that these events positively impact Americans� perception of their Navy and lead those exposed to have a higher likelihood to recommend the Navy over other military services. To help confirm or disconfirm this hypothesis as well as disentangle the impact of potentially confounding variables, the contractor shall: 1) Perform two annual quasi-experimental pre-test and post-test focus group studies of 9 people each from populations in attendance at these Navy Week and Fleet Week events to determine the impact the event had in influencing participants� perceptions of the U.S. Navy. The times and locations for these focus groups will be determined through conversations between the contractor and CHINFO, as Navy Week and Fleet Week times and locations vary by year. Questions asked in pre-tests and post-tests should match those asked in quarterly nationwide surveys (see A.1.a-f above), which will serve as the control sample for this quasi-experimental research. To aid in allowing for the nationwide surveys to serve as a control sample, quota sampling shall be used at these events to the extent possible to roughly match the sex, age, ethnic group, and veteran status distribution of the populations surveyed in the nationwide survey. 2) Provide an annual report that summarizes the impact the events had on participants� perception of their Navy. C. Conduct communication pulse assessments. 1) Two times per year, the contractor will be tasked to conduct pre-test and post-test research to assess the effectiveness of communication campaigns managed by CHINFO. One pulse assessment will be conducted quantitatively, and one will be conducted qualitatively. If quantitative, the contractor will poll 100 members from an existing online panel before the campaign and then use the same questions to poll another 100 panel members after the campaign. If qualitative, the Navy shall convene and ask questions of a focus group at a location convenient to them with no more than nine participants representing a sample of the population to be observed; after the campaign, another, similar focus group shall be convened and asked the same questions. The questions asked will assess the awareness of and attitudes on Navy-related issues and activities. Due to the unpredictability of the issues and activities the Navy will engage on, CHINFO is not able to provide a schedule of when these pulse assessments will occur. However, CHINFO will provide the contractor the questions two weeks in advance of the pre-test poll. This contract will cover two pulse assessments (i.e., two pre-tests and two post-tests) per year. 2) Provide a report summarizing the results of the pulse assessments no later than two weeks after the post-test results are collected. D. Present findings to Navy leadership. In addition to the above, the contractor shall brief the results from its various surveys, case-control studies, and pulse assessments to Navy leadership no more than three times per year. Although some briefs will be virtual, if travel is requested by the government the travel expenses to deliver these briefs will be provided by the government. Interested offerors possessing the ability to provide support to evaluate the Navy�s communication efforts through periodic assessments using scientific methods that collect and evaluate quantitative and qualitative research are invited to respond to this source-sought synopsis by providing the following: (1) Capability Statement- an executive summary no more than one (1) page in length. The submission shall include the following information: (1) company name, address, point of contract with corresponding phone number and email address; and business size; and (2) relevant capability information. (2) Past Performance References- Interested offerors shall provide 3 past performance references (1 page each) utilizing the past performance form provided. All submissions are required to be submitted via email to anthony.j.santulli2.civ@us.navy.mil. No later than 12:00 P.M. (local time/ Philadelphia, PA) on 20 May 2024.
