- 1. PURPOSE OF THIS ANNOUNCEMENT: This is a pre-solicitation announcement of a proposed contract pursuant to FAR 5.204 and 36.213-2. The US Government (USG) intends to issue a contract solicitation for construction services as described within this announcement at a later date. This announcement is also meant to help identify potential contractors interested in and capable of performing this construction project.� This is NOT a solicitation announcement and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract. The USG intends to solicit only from local sources, in accordance with FAR 5.202(a)(12). 2. INFORMATION ABOUT THE PROJECT: a. Title: Repair/Replace Multipurpose Warehouse Interior Build-Out b. Location: Liepoja street 5 Klaipeda, Lithuania c. The project specifies the construction of the interior build-out of a pre-engineered building (PEB) warehouse in the Klaipeda, Lithuania Area which includes, but not limited to, the following work: The objective of this contract is to complete the interior build-out of the facility and the exterior rework items in accordance with Specifications that will be provided with the solicitation.� The contractor shall provide all rooms, walls, ceilings, finishes, doors, hallways, architectural finishes, and utility systems in accordance with Technical Project and Work Project Designs, which include: Fire Detection and Safety Electrical Telecommunications Heating Ventilation and Air Conditioning (HVAC) Domestic Water Supply Sanitary Sewer The contractor shall: Ensure all work complies with this specification�s documents and drawings. Ensure all work meets or exceeds local codes and safety regulations. Supply and install all permanent fixtures (i.e., lights, outlets, switches, sinks, showers, toilets, etc.). Provide the infrastructure (i.e., power, communications lines, etc.) for all permanent and non-permanent fixtures. Submit project schedule and inspection plan to the COR and Contracting Officer five (5) days after contract award.� Conduct a site visit no less than fifteen (15) days prior to starting construction in the presence of the Government COR, and Customer Provide paved roads, curbing, sidewalks, landscaping, and roadside lighting as a bid option. The contractor shall not: Provide any non-permanent fixtures (i.e., washers, dryers, computers, phones, desks, chairs, televisions, projectors, etc.).� All work shall be accomplished according to the plans and specifications issued with the solicitation. 2. PLANNED SOLICITATION INFORMATION: This is NOT a solicitation announcement at this time. The 928th Contracting Battalion, RCO Bavaria anticipates that the solicitation announcement will be made in late June/ mid July 2024 and will contain many more details surrounding the project and instructions on how and when to submit a bid or proposal.� The solicitation will be subject to full and open competition to local sources.� As the work will be performed outside of the continental U.S. no small business set-asides or socioeconomic preference of any sort will be granted. The anticipated solicitation number is W912PB-24-B-4000. 3. PLANNED CONTRACT INFORMATION: The solicitation will result in a Firm Fixed Price construction contract. At least 30% of the work must be performed by the prime contractor. Work will be performed in Lithuania and contractor must comply with Lithuanian law (e.g. authorization to do business in Lithuania). 4. ESTIMATED VALUE OF THE CONTRACT: The magnitude of the project is between $500,000 and $1,000,000. 5. PERFORMANCE PERIOD: The anticipated contract duration is approximately 122 calendar days after contract award. 6. HOW TO RESPOND TO THIS ANNOUNCEMENT: This is NOT a solicitation announcement at this time. Interested Offerors are encouraged to respond to this announcement by submitting, at a minimum: a. Company name and address, point of contact at the company including name, title, telephone number and email. b. A statement certifying that the company has previously and successfully completed same or similar contraction projects in Lithuania. NOTE: Companies MUST be SAM registered to be eligible for award of any contracts for the US Government. 7. The USG will not pay for any information received as a result of this notification. 8.
