Description
REQUEST FOR QUOTATION for Upward Coiling ROLLING GRILLES Systems, Six (6) Each Solicitation: 140P5224Q0031 REPLACES Solicitation: 140P5224Q0022 previously cancelled. Revised SPECS deleted Hand Crank operation and BEST key cores; and beef-up components BRACKETS, COUNTER-BALANCE SHAFT, GUIDES, BOTTOM BAR and OPTIONAL MATERIALS AND FINISHES to alleviate or mitigate existing conditions (rust and corrosion) and further extend the lifespan. MINOR CONSTRUCTION acquisition will be conducted IAW FAR PART 13 - SIMPLIFIED ACQUISITION PROCEDURES and PART 36 - CONSTRUCTION (as applicable). Contractor shall provide all material and labor to demo existing and install new Cookson Model Number: ESG10, Overhead Model 671 or Equal product that meets the salient physical, functional, or performance characteristic specified in this solicitation. EVALUATION OF QUOTATIONS OR OFFERS: Contracting offices may conduct comparative evaluations of offers, considering Technical, Price and Past Performance. Technical capability (how well the proposed products or services meets or exceeds the Government requirement). A technical evaluation may exam product or service literature, technical features (e.g. material grade, physical, functional, or performance characteristics to withstand a harsh Gulf Coast marine environment), and warranty. Past performance shall be evaluated in accordance with the procedures in section 13.106. Evaluation of other factors, such as past performance- (i) May be based on one or more of the following: (A) The contracting officer's knowledge of and previous experience with the supply or service being acquired; (B) The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov; or (D) Any other reasonable basis. Past performance information is one indicator of an offeror's ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance shall be considered. Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. OFFER SUBMISSION: Submit quotation or offer via email: andre_ward@nps.gov on or before response due date 05/23/2024. SF-1442 OFFER (Must be fully completed by offeror) in Blocks 14 thru 20c. Also include a brief description of the product offered (product Data Sheet or similar) to clearly demonstrate material quality and features, as well as installer qualifications to execute the work. REQUEST FOR INFORMATION: Submit inquiry about this solicitation via EMAIL to andre_ward@nps.gov by 10:00am (CDT) May 21, 2024. An amendment may be posted to SAM.GOV to clarify requirements. Oral questions and responses are not binding. BASIS OF AWARD: The NPS may award Purchase Order to other than low price quotation or offer, and may select that offer which represent ""best value"" to the Government when compared to any lower priced quotation or offer. While it is important that Government purchases be made at the lowest price, this does not require an award to a supplier solely because that supplier submits the lowest offer. The NPS may consider Tradeoffs of a premium product or service (higher quality vs. price comparison). The NPS may award to that offeror whose quotation or offer is perceived to be the best value (FAR 2.101) where price is a substantial factor; and the contract price is reasonable given the quality vs. price analysis. ALTERNATE PAYMENT PROTECTIONS for construction contracts: Pursuant to 40 U.S.C. 3132, construction contracts greater than $35,000, but not greater than $150,000, the contractor SHALL submit (i) A payment bond or (ii) An irrevocable letter of credit (ILC).
