- Description
- The U.S. Army Corps of Engineers (USACE) Detroit District, is seeking contractors with the capability to provide environmental services for sampling, assessment, and analytical services under an Environmental Services Multiple Award Task Order Contract (MATOC) for projects within the boundaries of the Great Lakes and Ohio River Division, U.S. Army Corps of Engineers. The total cumulative amount of the contract shall not exceed $25 million and the Government intends to award seven (7) firm-fixed price indefinite delivery, indefinite quantity (IDIQ) contracts for Environmental Services. Each contract will include a five-year ordering period for individual task orders. Individual task orders shall be awarded on a firm-fixed price basis. Task orders require contractors to provide sampling and analytical services to support USACE Great Lakes and Ohio River Division. The Government requires services for the characterization of soils, sediments, sludges, ground waters, surface waters, tissues, oils, wastes, and other environmental sample types. Typically, projects involve the collection of samples at field sites and analyzing those samples to determine the concentrations of various pollutants. The USACE is concerned about these constituents at trace concentration levels. Concentrations of interest are those typical of ambient open water as well as standards and criteria for water and soil/sediment quality. In addition, samples are frequently required to undergo several predictive tests including leaching tests and bioassays. Other environmental services work which may also be requested includes, but is not limited to, environmental site assessments, pilot studies, remedial investigations, invasive species treatments, wetland delineations, and archeological or biological surveys (fish, wildlife, birds, and mollusks). The projects may also include the collection of geotechnical samples, performance of laboratory testing, analysis of data, and preparation of technical reports of findings. The work to be done hereunder consists of furnishing and delivering to the USACE all supplies and services necessary to conduct the environmental, archeological, and geotechnical investigations as requested by specific task orders. The required outcomes of the services will be performance-based and measured against the Quality Assurance and Surveillance Plan (QASP) on individual task orders. The North American Industrial Classification System (NAICS) code for this work is 541620 Environmental Consulting Services, which has a small business size standard of $19 million in average annual receipts. The Government intends to issue a Request for Proposal (RFP) as a 100% set-aside for small businesses and the Government intends to award seven (7) Firm-Fixed Price IDIQ contracts. General Information: The Solicitation is anticipated to be issued in May/June 2024 under Solicitation Number W911XK24R0036.The solicitation package materials, documents, drawings, specifications, and attachments will be available only electronically and via sam.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submission is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on both SAM.gov and PIEE. The Government will NOT supply hard copy documents to any interested parties as a result of this solicitation.� Please note: the Government will NOT maintain a bidders list during the solicitation period. Interested contractor must have an active registration in the System for Award Management (SAM) prior to submission of proposals to be eligible to conduct business with the Federal Government.
