Description

The Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirements documents for an acquisition. Results of market research will be used to determine whether qualified sources exist and if alternative support strategies will meet Government requirements. One of the ways the Government conducts market research is to issue a Request for Information (RFI).� In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), this Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and can/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. The information provided in this RFI is subject to change and is not binding on the Government. Follow up demos may be requested by GSA to gain further information regarding products/services. If necessary, demonstrations will be virtual on a GSA-hosted web platform for no longer than 2 hours in duration, with allotted time for questions from the GSA review panel. GSA seeks service for construction cost data used for preparing definitive cost estimates for building repairs, alterations and construction. The Government is seeking building operations and maintenance data used for preparing definitive cost estimates for building maintenance tasks and work orders associated with the short-term building operations and maintenance. The intent is for the cost data to be applied in an internal GSA cost estimating system. The data will be protected as a source data, and GSA users will have the capability of applying the cost data in a series of GSA-structured databases, cost models and individual projects. The intended applications will be in a series of cost breakdown organizations where the product-structured data elements will be assembled in ASTM UNIFORMAT II� and ASTM FACTS� Structure, as well as other GSA-defined cost breakdown structures. When the data is applied as a cost model, or GSA cost database, the intent will be for GSA to build individual cost estimates off of the GSA-structured databases.
