Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Concretum Construction Science AG, Steinackerstrasse 56 Kloten, Switzerland for the purchase of Concretum Concrete Rapid Repair Mix. The Airfields and Pavements Branch (APB) of the Geotechnical Structures Laboratory (GSL) US Army Engineer Research and Development Center (ERDC) is engaged in an ongoing force projection research and development program to rapidly repair damaged concrete spalls and craters on airfields in Europe. The US Air Force (USAF) is looking for a European cementitious product to certify for spall and crater repairs on airfield pavements. The USAF has requested ERDC execute full-scale testing on Concretum concrete rapid repair materials manufactured in Europe. ERDC will be evaluating two Concretum concrete rapid repair materials: Q-CON and Q-REP G. As part of this effort, Concretum Concrete will be required to ship their concrete repair materials to Ramstein AFB, Germany. The ability to have a certified cementitious product available in Europe will enable the USAF to decrease dependency on products shipped from the US. It will also enable for more expedient repairs where �time to return-to-service� and successful performance is critical. This effort will include field testing at ERDC (Vicksburg) and Ramstein Air Force Base (AFB), Germany. The USAF has requested ERDC test and evaluate this specific cementitious repair product manufactured in Europe by Concretum Concrete to compare against CTS Rapid Set� AC Concrete Mix as part of their effort to identify locally (in Europe) manufactured products that can meet their rapid repair requirements. The Concretum Concrete rapid repair product has not been laboratory tested or field tested. The USAF has allocated funds for this testing and evaluation. No other cementitious rapid repair mix will meet this very specific requirement as the testing product. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 327310 (Cement Manufacturing) with a size standard of 1000 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to David Ammermann at David.G.Ammermann@usace.army.mil AND Janalyn Dement at Janalyn.H.Dement@usace.army.mil.� The notice of intent number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 1:00PM CST 14 May 2024.
