Description
NASA/JSC has a requirement for 10 In-suit CO2 Washout Test System (ICWTS-200) Non-Dispersive Infra-Red (NDIR) Units.� � NASA/JSC intends to issue a sole source contract to acquire these items from CorScience, GmbH & Co. KG., under the authority of FAR 6.302, due to their unique ability of �customization of the CorScience CAP-201.� CorScience offers a commercially available product marketed as the CAP-201 capnography module.� Based on the previously awarded research and development contract, it was determined that CorScience possessed the unique capabilities to produce �and customize the CAP-201 item. The In-suit CO2 Washout Test System (ICWTS-200), NDIR Unit �has been purchased, tested, and evaluated to meet NASA�s specifications.� The COTS versions of this unit are already being deployed in testing to begin addressing the issues. This vendor/solution is the only viable solution that is capable of meeting the government schedule requirements for immediate and implementation with an Beer-Lambert Law NDIR solution that includes a reference channel, pressure compensation over the 10 to 23.5 psia range, flow control from 150 to 500 mL/min (varied pressure drop compensation), with uncertainties 38Hz, in a small (<3x4x1inch) enclosure that can be used inside a pressure suit, with USB power (5VDC, <2.5Watts), a USB telemetry interface with commanding for set-points, and supporting prepackaged software for the interface. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Miguel Segovia, (Contract Specialist) miguel.segovia@nasa.gov and Carlos Roman (Contracting Officer) carlos.roman@nasa.gov no later than 4:00 P.M. C.T. on May 16, 2024.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
