Description

This posted�announcement is a Pre-Solicitation Synopsis of a proposed contract action�in accordance with FAR Subpart 5.207. The Mission Installation Contracting Command � Fort Leavenworth, KS intends to issue a Request for Quote (RFQ) on a sample order in accordance with Simplified Acquisition Procedures outlined FAR Part 13, for the procurement of two each Blanket Purchase Agreements (BPA) to place orders on multiple marketing recruiting platforms for Foreign Language Instructors in support of the Defense Language Institutes Foreign Language Center mission. Overall Scope: Provide the Defense Language Institute Foreign Language Center (DLIFLC) the means to reach out to language-enabled audiences that may not otherwise know how to apply to become a platform instructor and teach at DLIFLC through typical channels. The need to reach out to capable and qualified language instructors through a company as the central point of access who can in turn advertise DLIFLC instructor positions through various platforms with simplified pricing models is an important component to the overall capability. The North American Industry Classification System (NAICS) code for this work is 541810 (Advertising Agency). The small business size standard is $25.0 million average annual revenue for the previous five years. The government anticipates an award will be made to a responsible offeror who shows the ability to provide the most specialized and effective track record advertising for various levels of foreign language instructors with the widest reach and most simplified pricing model known as the �Mission Capability�.� The Mission Capability when combined with Past Performance that is considered both recent and relevant is approximately equal to price.
