- The Veterans Health Administration, National Radiation Oncology Program, is presenting a pre-solicitation notice for Medical Physics Consulting Support for the VHA National Radiation Oncology Program (NROP). This notice is posted IAW FAR 5.2 - Synopses of Proposed Contract Actions, Scope of Work: The essential services are to be performed by a Senior Medical Physicist to serve as the National Medical Physicist for the Veterans Health Administration (VHA) Central Office, Office of Specialty Care Services, VHA National Radiation Oncology Program (NROP) to advise the NROP Executive Director on all matters involving medical physics. The Executive Director is responsible for providing operational oversight of all therapeutic medical physics operations, setting policy and ensuring the quality and safe performance of all VHA Radiation Oncology Services (ROS) and sections. The Contractor must provide a Senior Medical Physicist to serve as the subject matter expert in continued development of the NROP to provide policy development, criteria and evaluation factors of equipment needs and development of comprehensive guidelines for medical physics on a national basis. The Contractor shall work within the office of the National Program Executive Director of Radiation Oncology (NPED) and travel related to site visits. The Contractor shall support the NPED by assisting in the ongoing development of a guide for Therapeutic Medical Physics, outlining standards, policy, and national direction. The Contractor shall provide assistance with recertification of national handbooks, directives, and publications throughout the period of performance. The contractor shall oversee ongoing development and sustainment of IT infrastructure supporting the radiation oncology quality surveillance program of NROP. The contractor will provide ongoing oversight of the Radiotherapy Incident and Analysis System (RIRAS) implemented by the NROP for quality and safe radiotherapy. The contractor shall provide on-going oversight of the cloud-based peer review system implemented for rapid peer review and on-going professional practice evaluation (OPPE). The contractor shall support the NPED by providing medical physics expertise in the development of new radiotherapy services in the VHA. The contractor shall support the NPED by assisting in the development of credentialing and implementation guidelines for new radiotherapy techniques and modalities in the VHA, Annually, the Contractor shall provide a report to the NPED related to medical physics readiness within the VHA and gap analysis. In accomplishing this task, the Contractor shall manage medical physics site reviews. At least 8 program reviews shall be completed per year with a comprehensive report of findings and actions required provided within 4 weeks of completion of site-review contractor s report of the site visit. The Contractor shall conduct reviews guiding the NPED for the purpose of high tech-high-cost equipment selection criteria. The Contractor shall participate in review of submissions as needed by the NPED as needed. The Contractor shall provide the criteria and standards for high tech-high-cost equipment selection to the NPED on an ongoing basis. The Contractor shall support the validation of the competency of VHA medical physicists that is following the current standard of practice within the field. The Contractor shall serve as subject matter expert in medical physics for the Office of Specialty Care Services. The Contractor shall coordinate with the Program Executive Director, National Health Physics Program to evaluate VHA radiation oncology practices for compliance with all relevant federal and state regulations and VHA practice standards. The Contractor shall provide a report of these activities in the annual report to the NPED of Radiation Oncology.
