- Pre Solicitation Notice 68HERC24R0134 Great Lakes Toxicology and Ecology Division (GLTED), Duluth, Minnesota Toxicological and Ecological Research Support (TERS) The United States Environmental Protection Agency (EPA), Great Lakes Toxicology and Ecology Division (GLTED) in Duluth, Minnesota has a requirement for toxicological and ecological research support (TERS) services. The EPA intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Cost-Plus Fixed-Fee and Firm Fixed Price task orders, to an eligible 8(a) program participant with a contract ceiling amount of $22 million over a 5-year order period. This acquisition supports the following goals: Addressing Climate Change and Improving Air Quality, Protecting America�s Waters, Cleaning Up Communities and Advancing Sustainable Development, Ensuring the Safety of Chemicals and Preventing Pollution. This acquisition also supports the EPA�s Chemical Safety for Sustainability (CSS) Research Program which is leading the development of innovative science to support safe and sustainable selection, design, and use of chemicals and materials required to promote ecological well-being, including human and environmental health as well as to protect vulnerable species, lifestages, and populations. The ultimate goal is to enable EPA to address impacts of existing chemicals, anticipate impacts of new chemicals and materials, and evaluate complex interactions of chemical and biological systems to support EPA�s decisions. The services to be performed are: On-site technical support to GLTED facilities in Duluth, Minnesota, to include culture unit support, electronics support, toxicology, ecology and research support. Additionally, this acquisition will also encompass field support and Lake Explorer II vessel staffing to include both research support and vessel operation and maintenance support. There will also be a requirement to conduct and coordinate scientific workshops, meetings or seminars and present contract generated data therein. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, supplies and vehicles in support of the efforts delineated by the Performance Work Statement (PWS). The DRAFT PWS is attached with this notice. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. The requirement will be awarded using FAR part 15 procedures. The North American Industry Classification System (NAICS) code is 541715 Research and Development in the Physical, Engineering in the Life Sciences it is anticipated the solicitation will be available in early June 2024.
