- ASPR/BARDA is issuing this Request for Information (RFI) to identify overall industry capabilities to provide services to support the modernization of the CHEMM Website. Effort will include collaboration with BARDA/USG Subject Matter Experts (SMEs) and BARDA Digital Resources (BDR) to develop new CHEMM content and update and streamline its existing content. The effort will also include conducting a series of engagements with planners, first responders, first receivers, ER physicians, and other emergency medical personnel to obtain end users� feedback and guidance throughout the modernization of CHEMM. The goal of this effort is to develop an intuitive and user-friendly digital resource that provides helpful information and detailed guidance to emergency medical management personnel on how to best prepare and respond to chemical incidents. THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION ONLY. Subject to FAR Clause 52.215-3(b), entitled ""Request for Information or Solicitation for Planning Purposes�, this announcement constitutes a Request for written information only.� Although �proposal� and �offer� are used in this Request for Information, your response will be treated as information only.� This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of large or small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small-disadvantaged business, veteran-owned small business, and women-owned small business) that are qualified to support BARDA.� (2) This RFI does not obligate the Government to solicit for this requirement or award a contract and does not obligate the Government to reimburse interested parties for any costs incurred to prepare or provide a response. Release of any solicitation is tentatively planned for fiscal year 2024.���� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The proposed NAICS (North American Industry Classification System) for this proposed requirement is 541990. The Office of Administration for Strategic Preparedness and Response (ASPR), BARDA, intends to provide maximum practicable opportunities in its acquisitions to all types and categories of small businesses. Statements should also include an indication of current certified business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern�s name and address) as well as the eligible business concern�s name, point of contact, address, and Unique Entity ID (UEI) number from SAM.
