- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR QUOTE The Bureau of Indian Education (BIE), Turtle Mountain Middle School (TMMS), intends to enter into a sole source contract under the authority of FAR 13.106-1(b)(1), Only one responsible source. The Government has determined that only one responsible source is available, and no other source will satisfy agency requirements due to the unique circumstances of this requirement. Select Vendor: Synergistic Educational Solutions LLC 1316 Thompson ST Bottineau, North Dakota 58318-2031 Period of Performance: May 28 through June 14, 2024 Estimate Grand Total: $18,200.00 (base and all options value) Place of Performance: Turtle Mountain Middle School 1330 Braves Blvd Belcourt, ND 58316 TMMS has a need for professional development training at 14-days. The primary focus of the professional development for both Para Educators and Educators will be building positive relationships with students. The four areas of professional development will include: (1) Positive Relationships, (2) Organization, Rules, and Procedures, (3) A culture of thinking and Learning, and (4) Engagements and Enjoyment. The select Contractor is currently a Multi-Tiered System of Support (MTSS) consultant that was influential with the implementation of TMMS MTSS academic and social emotional k-12 program. The Contractor�s extensive knowledge of TMMS school data and programs is the key factor in determining a single sole source action for this year�s summer professional development. There is no other consultant who can give the academic and social support that the select Contractor can, due to historical knowledge of our system. As an original pioneer of our new MTSS system, the Contractor will be incorporating social emotional training with staff to develop better student/teacher relationships which will ultimately result in more effective students. Switching contractors will jeopardize student and teacher progress made to date caused by a change of instructors, course materials, course curriculum, and the time it takes to learn and adapt to a new or existing system. By remaining with the same Contractor, the school and contractor will be able to pick up where they left off and build on the skills previously developed and implemented. Maintaining existing instructor and student relationships is critical to success. It is not in the best interest of the government to switch contractors when training under an established learning system to avoid learning loss caused by disruption. Technical questions will not be answered for this requirement being this is not a request for quote nor proposal and the government is not accepting quotes nor proposals in response to this notice. Any contractor information provided in response to this notice is strictly voluntary and shall be at no cost to the government.
