- Naval Facilities Engineering Systems Command (NAVFAC) Southeast (SE), Jacksonville, FL 32212, hereby gives notice of intent to negotiate and award a sole source contract to Safespill Systems, LLC (CAGE Code 87BF2) for the installation of Ignitable Liquid Drainage Floor Assemblies (ILDFA) at Naval Air Station (NAS) Joint Reserve Base (JRB) Ft. Worth, TX. This procurement is for the existing Hangars 1050 and 1403 that are currently in use by Marine Corps Forces Reserve (MARFORRES). Both hangars have existing fire protection and fire alarm systems. This project will install ILDFA and new containment systems ONLY. The ILDFA manufactured by Safespill is an extruded aluminum floor system with a perforated top surface that detects liquid and utilizes water to flush liquid spills away from aircraft from the hangar, to prevent or extinguish a fire. It is considered an environmentally safe alternative to AFFF because it only utilizes water without added chemicals. The ILDFA system directs the flushed water and ignitable liquids to the oil/water separator system that processes a hangar�s normal operational liquids. Currently, Safespill is the only manufacturer that has obtained FM approval, and is approved for hangar use under National Fire Protection Association (NFPA) 409. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition contained within Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. A sources sought was issued for this procurement on December 11, 2023 with a response date of December 27, 2023. No qualified responses were received. A second sources sought was issued February 6, 2024 with a response date of February 15, 2024. No qualified responses were received. No data is available regarding the timely definitization of equitable adjustments for change orders under construction contracts. There are no agency-specific policies and procedures that apply to the definitization of equitable adjustments for change orders under construction contracts. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
