Description
General Services Administration (GSA) seeks to lease the following space: State: LA City: New Orleans Delineated Area: N: Loyola Ave Eastbound to Canal St. E: Canal St southbound along the Mississippi River to Poydras St. S: Poydras St northwest bound to St. Charles Ave. St. Charles Ave southwest bound to Howard Ave. W: Howard Ave northwest bound to Loyola Ave. Minimum Sq. Ft. (ABOA): 55,318 Maximum Sq. Ft. (ABOA): 55,318 Space Type: Office Parking Spaces (Total): 129 Parking Spaces (Surface): 0 Parking Spaces (Structured): 129 Parking Spaces (Reserved): 129 Full Term: 17 Firm Term: 15 Option Term: 0 Additional Requirements: GSA will only consider existing buildings. Offered space shall be located on the third floor or above of a multi-story building of more than three floors. If the offered building has three floors or less, offered space shall be located on a floor where the bottom of the windowsill is at least 18 feet above the exterior finished grade. Offered space shall be contiguous space on one or more floors. Offered space shall not be collocated in the same building as the following establishments: Pretrial Services, Probation or Public Defenders, Mental Health Facilities (Psychiatrist or Psychologist), Drug Treatment Facilities (Drug Counseling or Drug Treatment Clinics), Blood or Plasma Donation Centers, Bail Bonds, Criminal Rehabilitation or Reintegration Services such as Halfway Homes, Law Firms Specializing in Criminal Defense or Immigration Cases, Social Service Organizations (to include organizations that provide assistance to crime victims and immigrants), and Temporary Labor Services such as Day Labor Providers. Offered space shall not be located in a building that has residential units. Offered building must be more than a thousand feet from drug free zones, such as schools, colleges, universities, playgrounds, or housing facilities owned by a public housing authority. Building must be located within four (4) walkable blocks of the Hale Boggs Federal Building. Offered building must have a loading dock and a freight elevator. Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization, or adaptive reuse for the space with modern conveniences. Security Standard Level III and ALL security requirements and approvals are to be determined by GSA. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as �100-year� floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).� ). �For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B. The U.S. Government currently occupies office and related space in a building under a lease in New Orleans, Louisiana, that will be expiring.� The Government is considering alternative space if economically advantageous.� In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: 1. Name of Owner; 2. Property authorization letter from the owner; 3. Address or locational description of the building; 4. Age of building; 5. Total existing gross square feet; and gross square feet per floor; 6. Site plan depicting the building and parking; 7. Floor plan and gross square footage of the proposed space; 8. Identification of on-site parking; 9. A map demonstrating the building is within the delineated area; 10a. Non-incumbent offerors must submit an estimated full-service rental rate per rentable square foot (RSF) for the full term, inclusive of a standard GSA �warm-lit shell� (office area), a tenant improvement allowance (TIA) of $54.24/USF, and a BSAC Allowance of $25.00/USF; 10b. Incumbent offeror must submit an estimated full-service rental rate per rentable square foot (RSF) for the full term, inclusive of a standard GSA �warm-lit shell� (office area), with a tenant improvement allowance (TIA) of $29.51/USF; 11. Building owners must provide evidence of ownership.� Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development.
