- Description
- NASA/JSC has a requirement for facility services to support NASA personnel and astronauts performing International Space Station (ISS) training at the Gagarin Cosmonaut Training Center (GCTC) in Star City, Russia. These services are considered mission critical as they directly support ISS training and operations. GCTC is a secure facility with highly controlled access, which currently provides office space, training and data collection space, and living quarters for NASA personnel and astronauts. These facility services enable NASA personnel and astronauts to live and work in facilities that are co-located with ISS training. GCTC remains the only contractual entity able to provide access to the ISS training facilities in Star City, as well as to provide NASA with these secure facility services, as all of these facilities are closed to the general public with highly controlled access. NASA/JSC intends to extend contract number NNJ11GA50C from December 31, 2024 to December 31, 2025 to acquire these services from GCTC. NASA�s exemption to the Iran-North Korea-Syria Nonproliferation Act (INKSNA) ends on December 31, 2025. �However, if Congress approves an extension to NASA�s INKSNA exemption through at least 2028, the period of performance for contract NNJ11GA50C can be extended through 2028 to align with Russia�s commitment to support continued ISS operations through 2028.� If Congress approves an extension to NASA�s INKSNA exemption through at least 2030 and Russia extends its commitment to support continued ISS operations through 2030, the period of performance for contract NNJ11GA50C can be extended through 2030 to align with section 10815 of the �Creating Helpful Incentives to Produce Semiconductors Act of 2002� which states that it shall be U.S. policy to continue full operations of the ISS through at least fiscal year 2030. The Government intends to acquire a commercial item using FAR Part 12.��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to kelsey.j.klinger@nasa.gov �and angelo.d.devine@nasa.gov not later than 4:30 PM Central Time on May 16, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
