- This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a construction project with a firm-fixed price contract. The type of solicitation to be issued will depend upon information received in response to this Sources Sought announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information. Responses to this Sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 237310, FSC code Y1LB, and a Small Business Size Standard of $45 Million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and large businesses. After review of the responses to this announcement and if the Government still plans to proceed with this project; a separate solicitation announcement will be published on www.sam.gov. Responses to this announcement are not an adequate response to any future solicitation announcement. INFORMATION: The proposed work to be performed is anticipated to be classified under the following North American Industry Classification System (NAICS) 237310 � Highway, Street, and Bridge Construction. The associated SBA size standard for the referenced NAICS is $45 million. The estimated magnitude of construction for the project is between $100,000,000 and $250,000,000. The Seattle District CENWS anticipates soliciting and awarding a single award firm-fixed-price type contract using the acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation. PROJECT DETAILS: FY26 Duckabush Estuary Restoration� U.S. Army Corps of Engineers (USACE), Seattle District requires restoration of the Duckabush Estuary Ecosystem in Jefferson County, Washington. Key restoration elements are intended to restore natural tidal and riverine processes, promote salmon spawning in the Duckabush River, and support other native plant and wildlife populations. The project includes construction of an elevated roadway on a 1,614-foot long 34-foot-wide bridge upstream from the existing U.S. Highway 101. Three undersized culverts will be replaced with fish-passable structures. The new bridge will have a new Duckabush Road intersection with a left turn pocket onto Duckabush Road. The project also includes removal of 1,700 feet of the U.S. Highway 101 causeway and two bridges across the estuary, the removal of training berms along the river, and the excavation of channels at or near their historical configurations. There will also be a parking lot constructed on each end of the new elevated bridge. This performance window is constrained by in-water work windows, environmental and cultural resource restrictions. The Duckabush estuary is near Brinnon, Washington, a rural area on Hood Canal. For much of the estuary and Duckabush River mainstem, the marine in-water work window starts 15 July and ends 15 January in any year work occurs in water. For smaller freshwater stream crossings, the freshwater in-water work window starts 15 July and ends 31 August in any year work occurs in water. Work is anticipated to begin in 2026.
